Assistant Engineering Services Director for Project Administration
The International City/County Management Association (ICMA) is seeking an Assistant Engineering Services Director for Project Administration to lead and manage a critical branch of the City’s Engineering Services Department. This role involves overseeing multiple divisions responsible for the design and construction of various city projects, enhancing customer service and project delivery, and participating in strategic planning.
Responsibilities
Lead, Manage and Develop multiple project focused divisions with the Engineering Services Department to include staff supervision, development, evaluation, hiring and discipline
Serve as an executive level manager within the City’s organization providing critical support to, among others, the Department Director, City Manager’s Office, and elected officials
Continuously pursue mechanisms for enhancing customer service and efficient project delivery
Actively participate in the City’s Strategic Planning process with the goal of positively influencing the City’s future direction
Serve as a positive ambassador for the Department and City in all efforts internal and external to the City organization
Qualification
Required
Bachelor's Degree in Engineering, Architecture or related field
7 to 9 years' supervisory or managerial level engineering or related experience
Licensed Professional Engineer
Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
Knowledge of engineering concepts
Knowledge of project management principles
Knowledge of budget and fiscal management
Knowledge of public-sector decision-making process
Knowledge of risk management, quality control, and change management
Knowledge of principles, practices, methods, and current trends related to facilities operations and management
Knowledge of environmental sustainability and energy conservation
Knowledge of modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications
Knowledge of supervisory principles, practices and techniques
Skill in training, coaching and overseeing the development of staff
Skill in public speaking and presenting
Skill in customer service
Skill in data compilation, analysis, and reporting
Skill in verbal and written communication to effectively convey information
Skill in managing standards and quality assurance
Ability to author and edit complex reports and documents
Ability to identify and manage risks associated with facilities maintenance operations, compliance, and regulatory matters and apply a proactive active approach to problem-solving
Ability to assist with strategic planning initiatives and set short to long-term goals and plans
Ability to establish and maintain collaborative working relationships with personnel assigned to departments
Ability to facilitate meetings and present information to groups while conducting complex administrative studies
