The TEC is seeking a Programmer II to assist in maintaining and improving its electronic filing system, website, and bulk email program, while performing complex programming work and providing customer support to filers.

Responsibilities
Manage and operate the agency’s bulk email program, including maintaining the email address database, preparing notices, determining the email distribution lists, handling bounces, and updating the filing system database with the transmitted bulk email notices
Update the agency website to keep web pages and documents related to notices to filers and filing deadlines current
Prepare the filing system database for filing deadlines. May assist in creating and/or reviewing statewide filing deadline documents
Manage elections, ballots, and election results in the filing system database
Maintain the filing system database for compliance, accuracy, and completeness of records
Troubleshoot issues found in the filing application manager, the filing system database, and the filing applications. Communicate your findings with the filing system vendor to remediate the issue found
Assist in designing and testing enhancements to the electronic filing system
Provide customer support to filers who need assistance with making their filed reports compliant with statutes and rules
Calculate agency measures and assist in preparing agency reports
Analyze, review, and revise software programs to increase operating efficiency or to adapt to new procedures
Design, code, test, and debug programs as outlined by a system’s technical and functional requirements
Compile and document procedures and instructions used throughout program development and revision
Assist in performing research and the analysis required for project proposal, software and systems modifications, and new projects
May assist in the generation or installation of systems software
Perform related work as assigned
Qualification
Required
Major Computer Science coursework from an accredited four-year college or university
2 years full-time experience in software engineering
Experience with shell script, HTML, PHP, SQL
Experience with Simple Mail Transfer Protocol (SMTP)
Experience with Unix/Linux operating systems
Experience with SQL databases, with preference to PostgreSQL databases
Experience with the AWS Public Cloud
Excellent writing skills
Knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; computer programming languages; and of database systems
Skill in problem solving, in critical thinking, in computer programming, in the use of computer hardware and software, and in modifying or developing programs for computer applications
Ability to process information logically; to design programs and systems logic; to prepare program specifications; to code, test, and debug software; to interpret technical information related to programming and other areas of data processing; and to communicate effectively
Ability to establish and maintain harmonious working relationships with co-workers, agency staff, and external contacts
Work effectively in a professional team environment

Graduation from an accredited four-year college or university with B.S. or M.S. in Computer Science or Computer Engineering
