Responsibilities

You will develop, determine, and interpret budgetary policies and practices
You will review and evaluate budget requests, control, and reporting of obligations and expenditures
You will formulate budgets and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations; and implementing legal and regulatory controls over approved budgets

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

This is a bargaining unit position
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines
To qualify for the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Experience with basic budget submission processes
Specialized experience must demonstrate the following: Experience applying budgeting principals and analyzing fiscal reporting documents
Specialized experience must demonstrate the following: Experience reviewing and performing audits on funding to ensure compliance
To qualify for the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Experience with the basics of planning, programming, budgeting and execution
Specialized experience must demonstrate the following: Experience with purpose, time, and amount/appropriation law
Specialized experience must demonstrate the following: Experience with incoming and outgoing funding
A transcript must be submitted with your application if qualifying using education

Preferred

Successful completion of a master's or equivalent graduate degree
Successful completion of 2 full years of progressively higher-level graduate education leading to such a degree
Successful completion of LL.B. or J.D., if related
Successful completion of 1 full year of graduate level education
Successful completion of a bachelor's degree with superior academic achievement
