Mid-Level Program Analyst

The Mid-Level Program Analyst will support the Research Directorate at the National Geospatial-Intelligence Agency, focusing on R&D program planning, budget management, and execution to address complex challenges in geospatial intelligence.

Responsibilities
Assist in R&D program development from concept inception to transition of technologies
Practice sound program management and demonstrate understanding of cost, schedule, and performance
Assist with RDT&E funding, the PPBE process and FAR, DFARS FMR for structuring program schedules and planning execution of funding
Draft, review and edit R&D Statements of Work (SOWs), contract, agreements such as Technology Transfer agreements, CRADAs, EPA, PIA, OTs, and other program documentation
Assist with Intellectual Property, Export Control/ITAR, TRLs, and security classification which inform program protection and transition
Communicate effectively over multiple media types, schedule and facilitate meetings, and take actions independently
Attend staff meetings, technical reviews, working groups, kick-offs, VTCs/telecoms, and management reviews
Familiarity with PPBE process and program budget builds; program execution
Familiarity with MIPR processing
Qualification
Required
Must be a U.S. Citizen and possess a current and active TS/SCI clearance granted by the Department of Defense or an Intelligence Community agency
Must be able to pass a Counterintelligence (CI) Polygraph (current CI Polygraph preferred)
10+ years' experience working in all areas of program budget management
Must have technical background and be comfortable writing to the technical capabilities involved with the program
Bachelor's degree in a technical field or bachelor's degree that consisted of 36 credit hours in a technical curriculum
10+ years w/ Bachelor's Degree
Preferred
BA/BS or MA/MS in systems analysis, systems engineering, or systems management
Prior or current experience working with a research and development organization or government agency
Must have NGA or NRO experience
