IT PROJECT MANAGER (SYSANALYSIS)

Responsibilities
You will lead and manage the software development lifecycle of assigned business systems
You will actively support and enforce configuration management, change control and information assurance security principles
You will develop, implement, and maintain project plans to meet objectives
You will develop government statements of work (SOWs), independent government cost estimates (ICGEs), Business Case Analysis (BCA), and other briefs and decision papers as assigned
You will develop information systems testing strategies, plans and scenarios and maintain quality assurance processes
You will interface with customers to define information systems products and services scope, requirements, and deliverables
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
This is an obligated position. The former incumbent has return rights to this position under PL 86-585
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector
