NAVAIRWARCENAC DIV is seeking a Supervisory General Engineer, Psychologist, or Physical Scientist to lead the Systems Engineering and Integration Division. Responsibilities

You will serve as the Division Head for the Systems Engineering and Integration Division in support agency mission and program objectives
You will function as a technical authority and represent NAVAIR’s technical conscience in all areas pertaining to Human Systems Engineering
You will direct the planning of resources to accomplish major blocks of engineering, technical, or business endeavor for assigned program/project
You will plan work and prepare performance plans covering work to be accomplished by subordinates, set and adjust short-term priorities, and determine schedules for completion of work
You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
You will resolve technical problems, review work, and provide answers to employees and supervisors’ questions
You will supervise and perform official supervisory responsibilities for assigned subordinates
You will prepare written and oral presentations stakeholders on project status, technical problems, scheduling, and costs for assigned program/project
You will accomplish other duties as assigned

This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment; or as determined by the agency policies and procedures
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of Professional Engineer, Psychologist, or Physical Scientist experience equivalent to the NM-04 STRL Pay Band or equivalent GS Grade Level (GS-13/14) in the Federal Service or equivalent experience in the private or public sector
Examples of Specialized Experience include: (1) Applying professional and scientific competence in Human Systems Engineering to provide management and technical direction for an aviation program/project; (2) Employing aeromedical technical expertise to ensure Aircrew Health and Safety Systems meet safety of flight considerations; (4) Conducting human systems testing to evaluate human performance during monitored flights and determine human tolerance to environmental conditions of flight parameters and set limits/goals of performance; (3) Providing acquisition management, project management and financial management support to accomplish aviation system program goals and objectives; and (5) Coordinating and/or assigning work assignments to subordinates or integrated program team members, based on organizational priorities and capabilities of team members
Successful completion of a professional engineering degree
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance
Successfully completed a degree with a major or equivalent in psychology for all specializations
Successfully completed all the requirements for a doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology
Successfully completed 2 full academic years of graduate study directly related to professional work in counseling psychology, or successfully completed all the requirements for a master's degree directly related to counseling psychology in an accredited educational institution
You have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics
You have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education
