Program Director - ERF

LifeMoves is the largest provider of housing and services for individuals experiencing homelessness in Silicon Valley. The Program Director for the Redwood City Encampment Resolution Fund oversees a team of Case Managers and is responsible for ensuring effective program operations, staff supervision, and maintaining positive relationships with community partners.

Responsibilities

Ensure program services are safe, trauma-informed, welcoming, and effective for clients
Partner with leadership to manage budgets, data, and operational needs to meet program goals
Model strengths-based, client-centered engagement and support high-quality service delivery
Ensure accurate documentation and compliance with agency, funder, and regulatory requirements (e.g., HUD, Fair Housing)
Support data collection, audits, and continuous quality improvement efforts
Provide trauma-informed supervision, coaching, and performance management for staff
Lead hiring, scheduling, meetings, and evaluations to maintain a positive and professional team culture
Build and maintain strong relationships with community partners, businesses, and stakeholders
Represent the organization professionally and educate partners on programs and services
Participate in agency-wide meetings, trainings, initiatives, and occasional evenings/weekends as needed

Required

Bachelor's degree in a related field required, or Associate's degree with 3-5 years of progressively responsible experience in peer advocacy, community outreach, housing services, or homelessness services
Minimum of three years of leadership experience in human or social services supporting vulnerable populations
Minimum of two years of supervisory experience supporting staff or volunteers in a human services or related setting
Comfortable using technology, including email, phone and messaging systems, Microsoft and Google Suites, databases, and performance management software
Demonstrates care, empathy, professionalism, and respect in all interactions
Maintains emotional regulation and applies de-escalation skills in high-stress situations
Open to feedback and ongoing training in trauma-informed, harm-reduction, and client-centered care
Works effectively both independently and as part of a collaborative team
Maintains clear documentation and strong organizational and prioritization skills
Advocates effectively across systems to secure client benefits and resources
Identifies and connects clients to housing, employment, health, and social supports
Builds collaborative relationships with partners and service providers to strengthen outcomes
Delegates responsibilities effectively to balance workloads and ensure accountability
Responds calmly and effectively to crises using trauma-informed approaches
Demonstrates familiarity with best practices, budgeting basics, contract deliverables, program philosophy, group facilitation, and forward-thinking program management
