Fiscal/Administrative Supervisor(Hybrid)
The Connecticut Department of Administrative Services is recruiting for a Fiscal/Administrative Supervisor to oversee the Business Office. This role involves supervising staff engaged in fiscal and administrative functions, managing budgets, and ensuring compliance with agency policies and procedures.

Responsibilities
Directly support the Fiscal Administrative Manager 1
Assign, oversee and review work; set goals and determine priorities; conduct performance reviews; manage schedules and leave time
Assist in the development of agency policies and procedures
Coordinate and collaborate with other operating units, agencies and outside officials
Participate in the assignment and management of budgets across business units
Oversee the Agency’s employee travel and reimbursement requests, procurement, contract administration, federal grant applications, and financial impacts of HR and Payroll related transactions
Review and authorize expenditures and position requests ensuring compliance with federal and appropriated fund budgets
Provide support and guidance on the interpretation of statutes and agency policies and procedures
Utilize accounting systems to view financial records, generate reports and analyze data
Facilitate staff communication and conduct training sessions to enhance skills and knowledge
Supervises maintenance of accounts
Supervises preparation of financial statements and reports and budget requests in financial planning and oversight of payroll
Reviews and authorizes expenditures
Schedules, assigns, oversees and reviews work of staff
Provides staff training and assistance
Conducts performance evaluations
Determines priorities and plans work
Establishes and maintains procedures
Develops or makes recommendations on development of policies and standards
Acts as liaison with other operating units, agencies and outside officials regarding policies and procedures
Prepares reports and correspondence
Oversees planning and implementation of financial aspects of EDP systems
Utilizes EDP systems for financial records, reports, and analyses
Assists in analyzing impact of proposed regulations and legislation on agency fiscal/administrative programs and functions
Supervises grant and contract administration, including fiscal record keeping and reporting and preparation of new contracts and grant applications
Supervises requisitioning, stores and inventory control
Supervises purchasing functions
In addition to supervising fiscal/administrative functions, may supervise support services such as stores, inventory, facilities/equipment maintenance, mailroom, food services, facilities/equipment security
May supervise payroll preparation
Performs related duties as required
Qualification
Required
Eight (8) years of experience in a combination of fiscal/administrative functions (e.g., accounting, payroll, purchasing) at least one (1) of which must be an accounting, budgeting, or payroll function
Two (2) years of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2
Preferred
Experience in the operation of Microsoft Suite, Adobe Acrobat Pro, and Shared Drives
Experience presenting fiscal or operational information, written and verbally, to internal and external stakeholders
Experience in a lead role directing other staff, providing guidance to facilitate program or project decisions
Experience developing and implementing process improvements
Experience interpreting financial and operational documentation, including financial statements and reports, investments, directives, policies and procedures
Experience applying state and federal laws, statutes and regulations in a professional setting
Experience in utilizing Enterprise Reporting Systems or General Ledger Accounting software systems
Experience extracting, manipulating, organizing, performing arithmetical computations and analysis of financial data from accounting systems
Experience identifying issues, conducting analysis and developing solutions to problems
