CDBG-DR Reporting and Compliance Manager

Plexos Group, LLC is seeking an experienced Systems and Reporting Manager to support the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program in New Mexico. The role involves overseeing data infrastructure for the Home Recovery Program, ensuring efficient program delivery, data analytics, and compliance.

Responsibilities

Oversee data infrastructure, ensuring performance, scalability, security, and compliance
Lead the deployment and adoption of the program’s system of record and project management tools like Smartsheet, ProjexisTM, and data dashboards to unify workflows across intake, inspections, construction, and program leadership
Foster a systems thinking mindset: design, integrate, and refine data and reporting tools to enhance transparency, coordination, and scalability
Develop and maintain standard operating procedures, checklists, and operational guides to ensure consistent practices
Document best practices and lessons learned – through debriefs, logs, reports, and documentation – to promote continuous improvement
Run quality control audits, spot-checks, and compliance reviews to uphold program standards
Work with program leadership to establish and enforce data governance policies, monitor and validate data to ensure accuracy, integrity, and compliance
Manage routine maintenance, backups, recovery, and controls
Prepare and maintain daily and weekly operational dashboards (e.g., quality incidents, staffing efficiency, system uptake) and reports, including Quarterly Performance Reports (QPRs) in the Disaster Recovery Grant Reporting (DRGR) system
Analyze trends and present data-driven improvement recommendations to leadership
Support end users with training on reporting, program system of record, and project management tools and processes, serving as an expert on data systems

Required

2+ years in disaster recovery, housing and/or construction programs, or related, fast-paced environments
1+ years using data management systems such as SmartSheets
Track record in systems/tool implementation, policy creation, quality assurance, operational analytics, and use of data to drive quality improvement initiatives
Proficiency in Microsoft Office Suite
Exceptional at managing fast-paced, high-stakes environments with shifting priorities
Strong systems thinker with experience implementing tools like Smartsheet or similar platforms
Superior written communication, with the ability to translate complex systems into accessible procedures, dashboards, and client-facing reports
Proficient in the use of data to identify quality assurance metrics and opportunities for continuous quality improvement
Collaborative, with demonstrated ability to align multi-disciplinary teams toward shared goals
Strong knowledge of disaster recovery environments
Excellent organizational and problem-solving skills with the ability to manage competing priorities
Strong communication and interpersonal skills, including the ability to train staff in the use of data management systems
Ability to analyze data and translate metrics and trends into progress reports
Ability to maintain strict adherence to program safety, confidentiality, and compliance standards

Preferred

Experience with HUD programs (CDBG, CDBG-DR, HOME, etc.)
Experience with construction management software, case management systems, or project management systems
