Responsibilities

Pioneering Policy and Strategy: Provide senior executive leadership to revolutionize personnel policy, program management, and execution. You will be the catalyst for developing innovative, integrated strategies, establishing the milestones and metrics that will guide the entire enterprise
Driving Enterprise-Wide Transformation: Exercise independent judgment and initiative to identify requirements, resolve complex challenges, and provide strategic counsel on high-visibility programs. Your oversight will ensure our policies and programs are models of performance, ethics, and efficiency
Championing Strategic Integration: Serve as a key representative on governance bodies, promoting organizational interests and ensuring the alignment of priorities. You will steer the implementation of policies across the Manpower and Reserve Affairs enterprise, ensuring seamless integration and addressing high-level matters with strategic vision
Leading Through Influence: Collaborate with and advise senior Department of the Air Force leaders, framing critical issues and providing expert guidance to resolve complex concerns. You will be a central figure in fostering a responsive and forward-thinking personnel system

Required

A bachelor's degree in business, human resources, or related area from an accredited institution is highly desired
A master's or advanced degree is highly desired
Demonstrated ability to lead a large, complex organization through significant change
Experience in shaping a strategic vision, driving enterprise-wide initiatives, and fostering a culture of innovation and accountability to achieve mission-critical results
Mastery in developing and implementing cutting-edge human capital strategies
A deep understanding of personnel policy, talent management, and resource allocation to build and sustain a diverse, agile, and high-performing workforce
Proven experience in providing strategic counsel to senior executive leaders (e.g., Service Secretary, Service Chief, General Officer, etc) on high-impact issues
Ability to build coalitions, negotiate complex challenges, and influence the direction of enterprise-level programs and policies
U.S. citizenship is required
Males must be registered for Selective Service
Mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement
Selected candidate must file an Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978
Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a TOP SECRET (SCI) clearance
The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86
Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment
Position requires travel under conditions specified in the DoD Joint Travel Regulations
Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning
Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code
Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
