Program Analyst

The National Grants Management Association is seeking a Program Analyst to support initiatives driven by the Texas Comptroller of Public Accounts. This role involves providing analytical, operational, and reporting support across various program management activities, ensuring compliance with scope, schedule, and budget requirements.

Responsibilities

Build and maintain program plans, schedules, work breakdown structures, and milestone tracking per RFP deliverables
Maintain RAID logs (risks, assumptions, issues, dependencies) and coordinate mitigation plans
Develop dashboards, KPIs, and performance reports; deliver weekly/monthly status reports aligned to RFP acceptance criteria
Conduct variance analysis (budget, timeline, deliverables), trend analysis, and root cause analysis; recommend corrective actions
Facilitate stakeholder meetings, prepare agendas, minutes, action items, and decision logs
Support governance gates, stage reviews, and change control documentation
Extract and transform data from source systems (e.g., CAPPS•, ERP, procurement/contract systems) to support analysis and reporting
Ensure data integrity, auditability, and reproducibility of analyses
Draft and manage deliverables/artifacts (charters, SOPs, process maps, test evidence, acceptance forms) per RFP requirements
Coordinate review cycles, quality checks, and final submissions before deadlines
Align program documentation and deliverables to applicable Texas Administrative Code (e.g., 1 TAC accessibility standards), records retention, security, and privacy requirements
Identify process inefficiencies; propose and implement improvements supported by measurable outcomes

Required

Bachelor's degree in Public Administration, Business, Economics, Data Analytics, Information Systems, or related field; or equivalent experience
5+ years of experience in program, project, or business analysis supporting state or public sector initiatives
Demonstrated experience producing executive-ready reports and dashboards; proficiency with Excel and one or more tools (Power BI/Tableau)
Strong skills in requirements traceability, schedule/budget tracking, and change control
Excellent communication, facilitation, and stakeholder management skills
Experience creating process maps and SOPs (e.g., BPMN, Visio, Lucidchart)
Ability to pass background checks required by CPA
Adherence to state information security, privacy, and accessibility standards
Compliance with records retention and audit readiness requirements
Non-disclosure and data handling per contract terms

Preferred

Experience with Texas state government programs or the Texas Comptroller (CPA) environment
Familiarity with CAPPS (Financials/HR/Procurement) and state contract administration workflows
Experience aligning deliverables to Texas Administrative Code accessibility requirements (e.g., 1 TAC 213/206) and records management standards
Knowledge of IT/service management frameworks (e.g., ITIL, COBIT) and/or PM frameworks (PMI/Agile)
Certifications: PMP, PMI-PBA, CBAP, Lean Six Sigma (Green Belt+), or relevant analytics certifications
Experience with RFP-driven performance and compliance reporting
