Regulatory and Licensing Policy Consultant

The North Carolina Department of Health and Human Services (DHHS) is one of the largest agencies in the state, responsible for ensuring the health and well-being of all North Carolinians. They are seeking a Policy Consultant to support Foster Home Licensing and Private Agency Licensing, providing expertise in policy interpretation and regulatory alignment for public and private agencies.

Responsibilities

Develop and revise policy in the areas of Foster Home Licensing, Private Agency Licensing, and Interstate Services to ensure accuracy and compliance with federal and state requirements
Interpret and apply federal law, state statutes, Administrative Code, and program standards for public and private agencies
Provide clear guidance, consultation, and technical assistance on licensing policy, requirements, and practice expectations
Contribute to statewide initiatives that require policy alignment, regulatory updates, or licensing practice changes
Identify trends, gaps, and implementation challenges to inform continuous quality improvement and future policy updates

Required

Master's degree in a discipline relative to the program from an appropriately accredited institution and three years of related experience; or Bachelor's degree in a discipline relative to the program area from an appropriately accredited institution and five years of related experience; or an equivalent combination of education and experience
Develop and revise policy in the areas of Foster Home Licensing, Private Agency Licensing, and Interstate Services to ensure accuracy and compliance with federal and state requirements
Interpret and apply federal law, state statutes, Administrative Code, and program standards for public and private agencies
Provide clear guidance, consultation, and technical assistance on licensing policy, requirements, and practice expectations
Contribute to statewide initiatives that require policy alignment, regulatory updates, or licensing practice changes
Identify trends, gaps, and implementation challenges to inform continuous quality improvement and future policy updates

Preferred

Experience developing or revising policy, procedures, or written guidance in a human service or regulatory setting
Experience interpreting and applying federal and state laws, Administrative Code, and child welfare program standards
Experience in child welfare, including foster home licensing, private agency licensing, interstate services, or permanency planning
