Chief Financial Officer
Delta Health Center, Inc. (DHC) is the first Federally Qualified Community Health Center in the United States, committed to providing primary health care for vulnerable populations. The Chief Financial Officer will oversee financial management, including budgeting, reporting, and accounting practices, ensuring the financial health of the organization.

Responsibilities
Directs staff in analyzing accounts necessary to maintain proper records and to afford adequate accounting controls
Controls revenues and expenditures through the chart of accounts and the written financial policies of the center calling for documentation and authorization for all expenditures
Appraises the organization’s financial position by analyzing accounting information and issues periodic financial and operating reports
Directs and coordinates the establishment of various budget programs
Analyzes, consolidates, and directs all cost accounting procedures together with other statistical and routine reports
Evaluates actual versus budgeted revenue and expense performed by cost centers or program and determines reasons for any variances
Oversees and directs the staff during audit of the corporations accounting practices
Prepares the Uniform Data System, Medicaid cost report, and Medicare cost report
Directs and analyzes studies of general economic, business, and financial conditions and their impact on the organization’s policies and operations
Maintains accurate records of all corporate bank accounts, including reconciliations
Prepares the following reports: Balance Sheet, Revenue and Expense Statement, Cash Flow Statement, Accounts Receivable reports, and Accounts Payable reports
Audits accounting functions of any grant funds against proper documentation such as: payroll, vouchering, bank reconciliation, writing checks, general ledger maintenance and posting
Conducts internal audits by evaluating compliance with accepted accounting procedures
Evaluates all policy and procedures for efficiency
Conducts audits of all procedures, as required
Is responsible for the overall direction, coordination, and evaluation of the finance department
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
Qualification
Required
Bachelor's Degree in accounting
Two to four years related experience and/or training
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
Ability to define problems, collect data, establish facts, and draw valid conclusions
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
