SUPERVISORY GENERAL ENGINEER -DIRECT HIRE AUTHORITY
USAJOBS is seeking a Supervisory General Engineer to serve as a first level supervisor and technical expert. The primary purpose of this position is to provide planning, directing, organizing, and exercising control over non-supervisory employee program managers, consultants, and specialists assigned to the Special Programs Branch.

Responsibilities
Plans, organizes, and directs the activities of the Special Programs Branch, ensuring engineering and logistics requirements comply with legal and regulatory requirements and meet customer needs
Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work
Represents the Detachment with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with staff counterparts and management officials at HQ AFIMSC and subordinate units, SAF/HAF, MAJCOM directorates, other services, and installations
Ensures technical decisions regarding facility requirements planning are appropriate, covering a broad spectrum of engineering topics and skills. These include facility location, size, functional layouts, construction cost estimating, specialist mechanical/electrical requirements, programming determination of facility requirements for multiple programs (including military construction, Operations and Maintenance (O&M), and specialized funds programs), and Air Base master Planning (including airfield safety clearance and explosive safety criteria)
Qualification
Required
U.S. Citizenship is required
Males must be registered for Selective Service
Must be able to obtain and maintain an NCS/ Security Clearance
Employee must maintain current certifications
Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
Shift work and emergency overtime may be required
A Bachelor of Science Degree in Engineering with at least one curriculum (ABET) accredited in a professional engineer curriculum or a related field is required
Work may occasionally require travel away from the normal duty station on military or commercial aircraft in performance of TDY assignments
Several years of experience in Air Force civil engineering is highly desirable
Previous supervisor experience is preferred
This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205)
Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems
Knowledge of multidisciplinary professional engineering practices and procedures for large programs
Knowledge of civil engineering, logistics, and contracting guidance to include DoD resource planning, programming, and budgeting systems; facility project programming principles and guidelines, standard contracting and property leasing guidelines
Knowledge of planning and program management to execute major projects, provide expert advice to colleagues and superiors, and present innovative recommendations for advancing programs or initiatives
Knowledge of safety, security personnel management, and EEO regulations, practices, and procedures
Ability to plan, organize, direct the functions and mentor, motivate, and appraise the staff of a small to medium sized organization
Ability to research, evaluate, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
Preferred
Graduate work or an advanced degree in engineering is desirable
Previous supervisor experience is preferred
