Responsibilities

Work with OSHII Director & Leadership Team to monitor, analyze and manage the OSHII budget (approximately $30 plus million) in order to assure that sufficient resources are requested, and that appropriate policies, procedures, and priorities are observed in the management and allocation of resources. Oversee and ensure the fiscal management of program and grant budgets in partnership with OSHII leadership. Ensure the effective development and management of grant agreements supported by state budgetary resources, professional contracts, federal grants and administrative agreements
Work with SHIP community specialists, CSUP grants managers, and contract manager staff to process and track all OSHII invoices for payment by MDH Financial Management

Required

Two (2) years of experience in budget management, grants management, accounting and/or contracts management within the public sector
Knowledge of governmental budgeting, accounting and legislative processes in order to manage division, federal, and state budget activities and to develop and analyze legislative proposal and initiative budgets
Demonstrated interest in and understanding of public policy issues and an ability to apply budgetary skills in a public policy environment
Skill and experience in account procedures and developing and using spreadsheets and word processing software
Ability to work with a number of state agencies in the development of coordinating programs for long-range planning
Knowledge of Department of Health functions, policies, procedures, rules and regulations
Knowledge of social and health disparity issues
Ability to use analytical, constructive, and creative thinking to identify alternatives to unique problems

Preferred

Ability to adapt to continuous organizational changes sufficient to work constructively under pressure, change course quickly and cope with ambiguity and setbacks
High degree of inter-personal relationship skills and inter-personal communication skills, including the ability to teach, influence, persuade, and work collaboratively with others
Thorough knowledge of Department of Health functions, policies, procedures, rules, and regulations
Ability to build consensus and create common direction amongst a variety of individuals
