Classification and Compensation Analyst
The North Carolina Department of Health and Human Services (DHHS) is one of the largest agencies in the state, responsible for ensuring the health and well-being of North Carolinians. The Classification and Compensation Analyst will provide analysis of classification actions and pay requests, consult with managers and employees on organizational design, and lead special projects related to job evaluation and salary determination.

Responsibilities
Conducts classification studies documenting decisions with appropriate use of classification factors and related comparisons and benchmarks
Conducts compensation reviews, identifying compensation comparisons, and documenting recommendations for further review
Provides technical assistance and consultation to managers, supervisors and employees on organizational design and structure, position design, recruitment standards, utilization of pay policies and the position classification process within parameters of OSHR/DHHS HR policies/procedures and federal laws
Reviews the FLSA status, recommending status changes as appropriate; discusses unusual problems with C/C team lead, and explains changes and exceptions to division directors and management
Assists with identifying and resolving organizational and position settings issues. Oversees approval of position settings changes
Conducts position analysis and/or equity analysis to determine if adjustment is justifiable
May lead project teams in occupational studies
Apply relevant federal/state rules and regulations during job evaluation and salary determination
Apply the state's human resource information system (BEACON/SAP) to monitor employment trends, conduct analysis of wage, organizational management and personnel administration for quality control, trend analysis and effects on wages
Provide support, as needed, in the areas of salary administration, organization structure reviews (OM) and BEACON transaction approvals
Qualification
Required
Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required
High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources
Equivalent combination of education and experience
Preferred
Demonstrated knowledge of the principles and practices of job evaluation and compensation data to prepare clear and concise written reports and findings
Demonstrated experience in implementing, communicating, and administering salary policies and procedures
Demonstrated proficiency in writing to develop technical and policy-based analytical reports
Proven ability to communicate effectively verbally and negotiate resolutions to difficult situations
