Responsibilities
Serve as primary point of contact with COR and stakeholders
Own overall delivery of web, mobile, text messaging, analytics, and CX workstreams
Lead planning, execution, and reporting for all tasks under the SOO
Ensure compliance with client policies including SELC, ATO, Section 508, security, and records management
Oversee release planning, QA, risk management, and change control
Coordinate with ISSOs, ISSMs, system owners, and hosting providers
Lead weekly status reporting, progress reviews, and quarterly accomplishment briefings
Actively manage surge staffing and after-hours support during disaster activations
Review and approve technical documentation, test plans, and deployment artifacts
Provide hands-on technical leadership and architectural guidance when needed
Qualification
Required
10+ years managing complex digital programs, preferably federal or public-sector
Experience working with federal agencies
Demonstrated experience managing Drupal-based platforms and cloud-hosted systems
Strong understanding of federal compliance requirements (Section 508, ATO, SELC)
Experience leading cross-functional teams including developers, UX, content, and analytics
Proven ability to manage releases, risks, and stakeholder expectations under pressure
Experience supporting high-visibility public-facing systems during emergencies
Excellent written and verbal communication skills
Project Management Professional (PMP) certification
