TCEQ - Cybersecurity Procurement Specialist

Capps Plumbing and Sewer, Inc. is seeking a Cybersecurity Procurement Specialist to join the Texas Commission on Environmental Quality (TCEQ). The role involves supporting the TCEQ cybersecurity program by managing procurement processes, developing contracts, and ensuring compliance with budgetary guidelines.

Responsibilities

Support the TCEQ cybersecurity program by Developing an annual budget, performing tracking and reconciling expenses to the budget, and developing procurement documents to acquire goods and services through the Texas Department of Information Resources or other state programs
Assist Chief Information Security Officer (CISO) in determining requirements for the purchase of cyber-security goods and services; participate in the development of new cybersecurity service contracts; facilitate contracting procurement activities; and provide guidance and information on the development, monitoring and management of cybersecurity support and services contracts
Lead the development and preparation of contract-related documents, including proposed cybersecurity contract specifications, scope of work, minimum qualifications, notices and solicitations, selection procedures, draft agreements, and any special contract-necessitated instructions and forms to support the cybersecurity program
Ensure cybersecurity expenditure is an appropriate use of legislative funds in collaboration with the CISO. Monitor and advise on cybersecurity projects’ budget projections to reduce the risk of projects completing over budget
Adhere to state purchasing and contract management guidance regarding cybersecurity procurement, including contracts and amendments, purchase orders, work orders, and change orders; and enter the information into the TCEQ centralized database to facilitate accurate reporting
Develop and present cybersecurity purchasing training and contract monitoring, including the development of associated training materials, to cybersecurity team members

Required

Experience working with TCEQ or other Texas state agency budget processes
Experience working with TCEQ or other Texas state agency purchasing processes
Experience working with TCEQ or other Texas state agency performing contract management
Four (4) years of full-time experience in data processing AND assisting users in computer application use OR in troubleshooting computer systems problems (hardware/software)
Fifteen semester hours in computer science from an accredited college or university, or 300 clock hours in computer science from a licensed vocational, technical, or business school, and three (3) years of full-time experience in data processing AND assisting users in computer application use OR troubleshooting computer systems problems (hardware/software)
An associate degree in computer science and two (2) years of full-time experience in data processing AND assisting users in computer application use OR troubleshooting computer systems problems (hardware/software)
A bachelor's degree in computer science and one (1) year of full-time experience in data processing AND assisting users in computer application use OR troubleshooting computer systems problems (hardware/software)
One (1) year of full-time experience in TCEQ as an IT Support Specialist IV
The ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ
