They are seeking a Cloud Architect to design, implement, and evolve the Azure architecture for Loudoun Water’s ArcGIS Enterprise environment, ensuring reliability, performance, and security.

Responsibilities

Design Azure landing zone and target-state architecture for ArcGIS Enterprise hosting, including networking, identity, compute, storage, and monitoring; right-size resources based on workload
Implement availability and resiliency design, including cross-region failover approach to protect against regional Azure outages
Design and implement backup and disaster recovery architecture for ArcGIS components, Azure SQL databases, and file-based GIS data with defined RTO/RPO targets
Define network topology (VNET/subnets, firewall strategy, DMZ segmentation, private endpoints) aligned to Loudoun Water’s current posture and integration needs
Establish secure identity integrations (Azure Entra ID), access control model, and admin boundaries; enforce least privilege and secure operations
Build observability: logging, metrics, alerting, dashboards; integrate with SOC/IR processes for security and availability monitoring
Drive cloud cost optimization and capacity planning; report trends and recommendations during operational reviews

Required

7+ years designing and operating Azure enterprise architectures
Hands-on experience with Azure networking (VNET, firewall, private endpoints), compute (VMs), storage, monitoring, and security controls
Experience building DR/failover designs and implementing backup strategies for enterprise applications

Preferred

Azure Solutions Architect Expert (or equivalent)
Prior ArcGIS Enterprise cloud-hosting architecture experience in Azure (strongly preferred given RFP)
Experience with container/Kubernetes roadmap planning (ArcGIS Enterprise on Kubernetes)
