Responsibilities
Lead and oversee large-scale government programs consisting of multiple interdependent projects
Ensure programs are delivered on time, within scope, and within budget , in compliance with contractual and regulatory requirements
Establish and maintain program governance, reporting structures, and escalation paths
Lead, mentor, and coordinate large, multi-disciplinary teams (often 50+ resources), including Project Managers, technical leads, vendors, and subcontractors
Foster a high-performance culture focused on accountability, collaboration, and continuous improvement
Manage resource planning, capacity forecasting, and workforce scaling
Act as the primary point of contact for government stakeholders , agency leadership, and oversight bodies
Prepare and present executive-level status reports, risk assessments, and program outcomes
Navigate government procurement, compliance, audit, and reporting requirements
Ensure alignment with government standards , policies, and regulations (state and/or federal)
Proactively identify, manage, and mitigate program-level risks and issues
Support audits, compliance reviews, and formal program reviews
Manage program budgets, funding allocations, forecasting, and financial reporting
Oversee vendor performance, contracts, SOWs, and SLAs
Ensure effective cost control and value realization
Implement and optimize program management frameworks (PMO, Agile-at-scale, Hybrid, Waterfall)
Drive process improvements across delivery, reporting, and governance
Ensure alignment with organizational and government strategic objectives
Qualification
Required
6+ years of experience in Program and/or Senior Project Management
Demonstrated experience leading large teams and complex programs
Proven experience delivering government projects (state, federal, or public sector)
Strong knowledge of government contracting, compliance, and reporting
Excellent executive communication and stakeholder management skills
Strong financial, risk, and delivery management capabilities
Preferred
Experience working with Massachusetts state agencies or U.S. federal government entities
PMP, PgMP, SAFe, or similar certifications
Experience managing multi-vendor and multi-partner programs
Familiarity with public sector frameworks, grant-funded programs, or regulated environments
Experience with digital transformation, IT modernization, or large infrastructure programs
