Project Administrator, Housing

County of Bucks is responsible for housing and community development, and they are seeking a Project Administrator to manage projects focused on creating affordable housing for low- and moderate-income residents. The role involves overseeing funding, managing contracts, and ensuring compliance with various housing programs.

Responsibilities

Evaluate project feasibility and conduct due diligence for affordable rental housing projects (including Low-Income Housing Tax Credit or LIHTC) and affordable homeownership projects (utilizing a community land trust model)
Manage multiple federal and local funding sources to ensure project expenditures align with eligible uses, meet required deadlines, and that drawdown requests are processed efficiently and on time
Oversee project expenditures related to construction/development to ensure costs align with approved budgets, funding requirements, and project timelines
Process contracts for various programs (e.g., HOME, HTF, CDBG, PHARE)
Manage all financial aspects of projects, including funding, budgets, accounting reports, and requests for proposals
Monitor project funds, conduct desk and on-site reviews of sub-recipients, and forecast cash flows
Oversee department audits for selected projects
Maintain project databases and generate all required reports
Process project payment requests and maintain financial records for housing programs (e.g., First Time Homebuyer, rental projects)
Track sub-recipient expenditures to ensure efficient funding use and maintain up-to-date financial records and projections
Identify community needs in housing
Evaluate new development and programmatic opportunities to maximize community impact
Interpret and share relevant information with community partners through tutorials, webinars, guidelines, and conferences
Coordinate with other departments and within the department on housing programs to ensure efficient implementation of funding
Manage the application process for designated funding sources (e.g., HOME, HTF, CDBG, etc)
Prepare applications and train the community on eligible uses of funding
Evaluate community proposals and applications for funding, assessing their relevance to County strategic plans, feasibility, compliance, and community impact
May prepare contracts and resolution packets for Commissioner approval
Maintain expertise in HUD, Commonwealth of PA, and other program guidelines, project financing, County financial practices, and legal requirements
Create and maintain program manuals for funding sources, including regulations and local implementation details
Monitor progress on construction projects, perform site visits as necessary
Implement monitoring procedures to ensure sub-recipients follow program manuals
Conduct inspections of rental properties and maintain records of funding recipients, including inspection reports, data entry, and schedules
Prepare project reviews (e.g., historic, subsidy layering, underwriting)

Required

Bachelor's Degree in Business Administration, Public Administration, Planning, related field OR equivalent experience
Typing skills at 35+ wpm

Preferred

2+ years' experience in Real Estate Industry, Housing Development, Construction, Building Trades (or equivalent)
Experience managing HUD and PA Department of Community and Economic Development (DCED) projects
Construction background helpful, but not required
