Responsibilities
Maintain and enhance ELMS web application built on .NET and SQL Server
Develop new features, reports, and database queries
Troubleshoot application and performance issues
Support role-based access control (CAC / PIV)
Support RMF, ATO, eMASS, STIGs, and POA&M activities
Coordinate cybersecurity audits and IV&V activities
Support migration from .NET Framework 4.8 to .NET 8 (Core)
Generate operational and management reports
Provide user support, documentation, and training
Coordinate with USACAEL and DHA stakeholders
Qualification
Required
Strong experience with .NET (Web Forms and/or .NET Core)
Advanced SQL Server and database experience
Experience supporting enterprise web applications
Knowledge of RMF, eMASS, ATO, STIGs, POA&M
Familiarity with DoD / DHA cybersecurity standards
Strong communication and documentation skills
Preferred
Experience with DoD, DHA, or VA healthcare systems
Application modernization or cloud migration experience
Knowledge of HIPAA and Privacy Act requirements
