Staff Analyst, Level I

The City of New York is seeking a qualified candidate for the Staff Analyst position within the Human Resources Division of the NYPD. The role involves managing job postings, coordinating with hiring managers, and ensuring excellent customer service for job applicants while supporting various HR functions.

Responsibilities

Creating and managing job postings in eHire for vacant positions across the Department. Review resumes to ensure candidates meet minimum qualifications and preferred skills
Coordinating closely with hiring managers to align postings with team needs and civil service regulations
Attending intradepartmental interviews as Department HR representative with prospective employees, ensure interviews are conducted in accordance with Structured Interviewing guidelines
Analyzing Pre-Employment Services Unit communications to verify vacancy information and identify key issues and track completion of all hiring-related requests and documentation
Serving as a liaison between job applicants and various units in the Department posting for jobs, ensuring excellent customer service-oriented experiences for both hiring managers as well as members of the public who seek employment with the Department
Conducting outreach and recruitment efforts to attract qualified candidates through job fairs, community events, educational institutions. Maintain accurate recruitment records and applicant data
Assisting with the Summer Internship program; Contact Commands and students for assignments and required documentation
Collecting and analyzing data using quantitative analysis and other research techniques
Preparing letters, memos, and other documents
Acting as backup for staff as needed and assisting with the overall functions of HR and administrative support services
Responding to various inquiries regarding all functions relating to HR, budget approval, new hire status and processing certifications
Performing other related duties as assigned

Required

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school
A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in '2' above
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in '2' above
A combination of education and/or experience equivalent to '1', '2', '3', or '4' above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma

Preferred

Experience using NYCAPS eHire or similar applicant tracking systems
Strong organizational, communication, and time management skills
Attention to detail with ability to perform quality assurance tasks
Proficiency in Microsoft Office, especially Excel and Outlook
Experience with recruitment events, interviews, and customer service
Ability to work collaboratively in a fast-paced team environment
