STRATEGIC RESOURCE AND INTEGRATION SPECIALIST

USAJOBS is seeking a Senior Capability, Resource, Budgeting/Integration Analyst/Advisor for the US Space Command. Responsibilities

This position provides the full spectrum of technical and administrative direction to one or more non-contractor subordinates
As senior budget analyst advises the Director, plans, organizes, and directs the activities of the Resource and Integration Directorate, ensuring the organization complies with legal and regulatory requirements, direction from higher headquarters, and meet customer needs
As technical expert represents the Command at the highest levels of DoD, JCS and other agencies. Establishes, develops, and maintains effective working relationships with other USSPACECOM Divisions, Directorates, Component-level organizations, OSD, Joint Staff, other Combatant Commands, and other Departments of the national government
Develops Commander USSPACECOM's Global ISR and Space PPBE and JCIDS submissions. Consolidates, analyzes, deconflicts and prioritizes capability and program shortfalls from the HQ element and subordinate commands into succinct decision packages for the Commander USSPACECOM's review and action
As SME provides advice and direct support to develop headquarters guidance and policy. Collaborates with USSPACECOM directorates and executive officers so communication forwarded to Commander, USSPACECOM and other senior leaders is decision quality, accurate, concise and clear

Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI)
This position is subject to provisions of the DoD Priority Placement Program
This is a drug testing designated position. The incumbent is subject to random testing for drug use
Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service
Specialized experience must include produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job
Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements
Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate
Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility
Work is timely, efficient and of acceptable quality
Completed work meets project/program objectives

Preferred

Mastery knowledge of large, complex organizations that provide component, space operations and command and control support
Extensive knowledge of the United States Space Command Component organization and responsibilities, and its relationships with other combatant commands
Mastery knowledge of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and/or budgeting regulations, guidelines, and processes
Expert knowledge of a wide range of cost and economics analyses principles, techniques, and practices
Mastery of oral and writing skills to present clear and concise information with good judgment and discretion
Expert ability to analyze, plan, organize, and direct the functions of, and mentor, motivate, and appraise staff of a large organization through subordinate supervisors
