Corporate Health, Safety Environment Program Manager

Morgan Corp. is a leader in the construction industry, seeking a Corporate HSE Program Manager to oversee the design and implementation of Health, Safety & Environment (HSE) programs. This role is responsible for managing performance analytics and digital platforms to enhance safety management systems and reduce risks across companywide projects.

Responsibilities

Own and manage the tools, datasets, and processes for collecting, validating, analyzing, and presenting HSE performance data (partnering with Information Technology). Technologies and digital platforms (Intelex, HCSS, SharePoint, DoneSafe, etc.)
Manage existing health, safety & environmental programs as well as analyze data to reduce risk in the work environment. Dashboards, scorecards, and analytics in Power BI or equivalent tools to support the HSE function and business divisions
Assit with accuracy, consistency, and correctness of HSE data used across the organization
Serves as a technical “expert” and provides technical support to internal and external stakeholders’ regarding compliance with health and safety regulations
Recommends and designs new health, safety & environmental programs related to risk management and hazard abatement
Provide technical guidance and direction to other employees in support of producing high quality, timely and cost-effective solutions to ensure compliance with applicable Federal, State, and local regulations
Build partnerships with groups, such as but not limited to those involved in Training & Development to identify learning and development gaps, identify solutions and to foster development of all employees related to health and safety issues. Develop & deliver engaging, sustainable training materials on data and safety management systems. Items could include project orientation decks, site-specific safety plans, and subcontractor onboarding documents
Work as an individual contributor with substantial latitude for unreviewed action or decisions to lead functional teams or projects
Performs trending analysis to improve Environmental, Health and Safety performance by gathering data, developing reports, identifying gaps, evaluating risk, and implementing process improvements and/or corrective actions to prevent reoccurrence
Participates in industrial conferences and benchmarks top performing organizations for program improvements
Provides project management services, including project coordination, contract administration, material tracking, scheduling and cost monitoring on projects, project safety or site safety, and review with management
Coordinate safety planning from award through demobilization, including Pre-Mob checklists, crew readiness, safety meetings, and permitting requirements (e.g., Dust Control, SWPPP, Noise, Haul Routes)
Monitor post-incident reviews and assist in leading analyses in coordination with field leadership. Using learning teams, High Energy Controls Assessments (HECA), and Safety Classification & Learning (SCL) Model
Guiding teams, coordinating with cross-functional teams, and monitoring progress to ensure milestones are met

Required

Ten (10+) years of experience in HSE roles within civil, utility, or industrial construction
Proficiency with Microsoft Office tools including Excel, PowerPoint, SharePoint, Teams, and Power BI
Operational experience managing digital systems and enterprise platforms (Intelex, HCSS, Power Bi, data analytics, HSE programs, etc.)
Experience collaborating with subject matter experts to create training and capability-building materials
Experience leading safety audits, observations, or job safety analysis (JSAs) on projects and job sites
Strong planning, organization, and time management skills with the ability to support internal end users
Strong knowledge of OSHA 1910 and 1926 regulations
Demonstrated ability to design dashboards, build data models, and perform visual analytics
Representative type qualities during personal interactions
Oral and written communication skills with demonstrated ability to design and deliver reports
Analytical mindset with the ability to translate data into meaningful insights
Effective communication and storytelling skills, especially in presenting technical information to non-technical audiences
Stakeholder management and cross-functional collaboration
Diligence with a commitment to high data quality
Continuous improvement orientation and initiative-taking problem solving
Experience in HSE regulations, requirements, writing, and concepts
Planning, Organization and Time Management Skills to maintain a high-level of customer service to internal stakeholders (end users)
Project & change management skills and experience are highly advantageous
Successful completion of a board safety certification such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) or Certified Hazardous Materials Manager (CHMM) is highly desired
Degree in engineering, Computer Science, Business, Construction Management, Data Analytics, safety engineering, Environmental Management, Occupational Safety and Health, Industrial Hygiene, or another equivalent technical field
