Training Program Manager

The Training Program Manager is responsible for designing, developing, and managing comprehensive training programs to support compliance with federal and state labor regulations, ensuring effective onboarding and training for both internal and external stakeholders.

Responsibilities

Develop, maintain, and continuously improve training programs for new hires and existing employees
Design, develop, and manage structured training programs for external stakeholders, including Clients, Contractors, and other users of the company’s software and services, such as Monday.com & NexusIQ
Create and update internal and external SOPs, training manuals, job aids, and visual workflows aligned with compliance requirements
Design training materials covering federal regulations, including the Inflation Reduction Act (IRA) and Davis-Bacon and Related Acts (DBRA), ensuring that materials accurately reflect current federal compliance requirements
Develop state-specific compliance training for programs such as Illinois Shines / Adjustable Block Program (ABP), Illinois MES/EEP/EEC, New York NYSERDA programs, California AB2143, and California Public Works, ensuring materials accurately reflect current state compliance requirements
Translate complex regulatory requirements into clear, practical training content tailored to internal teams
Partner with Compliance, Operations, Product, and Leadership teams to ensure training aligns with current regulations and internal processes
Collaborate with Compliance, Sales, Product, and Engineering teams to align external training materials with customer needs, product functionality, and service delivery models
Establish quality assurance standards and conduct periodic audits of training effectiveness and SOP adherence
Maintain version control and documentation governance for all training and SOP materials
Support regulatory change management by rapidly developing and deploying updated training when laws or guidance change
Collect and analyze feedback from Clients and Contractors to continuously improve training effectiveness, usability, and clarity
Track training completion, competency validation, and continuous improvement metrics
Conduct live and recorded training sessions, webinars, and workshops for external audiences, including initial onboarding, refresher trainings, and regulatory update briefings

Required

Bachelor's degree or equivalent experience in Compliance, Training & Development, Public Administration, or a related field
Strong working knowledge of the Inflation Reduction Act (IRA) Prevailing Wage & Apprenticeship (PWA) requirements
Solid understanding of Davis-Bacon and Related Acts (DBRA) and certified payroll compliance
Experience developing training materials for state-level renewable energy or public works programs
Demonstrated experience building SOPs, training curricula, and compliance documentation
Strong written communication skills with the ability to simplify complex regulatory concepts
High attention to detail and strong organizational skills
Experience working in a remote environment

Preferred

Experience with renewable energy compliance programs (solar, storage, infrastructure)
Familiarity with learning management systems (LMS) and digital training platforms
Background in quality assurance, audit, or regulatory compliance
Experience working cross-functionally with compliance, product, and engineering teams
