Mercer County - Fiscal Director
Kafferlin Strategies is assisting Mercer County, Pennsylvania in seeking a highly qualified Fiscal Director to serve as the County’s chief fiscal officer. This role involves providing leadership and oversight for all countywide financial operations, ensuring fiscal integrity, legal compliance, and responsible stewardship of public resources.

Responsibilities
Advise the Board of Commissioners on financial policy, long-range planning, and fund balance strategy
Lead preparation and management of the County’s annual operating and capital budgets
Develop and maintain a rolling five-year financial forecast using fiscal health ratios and economic indicators
Oversee GAAP/GASB financial reporting, ACFR preparation, and external audits
Ensure compliance with federal and state grant requirements, including Single Audit
Coordinate cash flow forecasting, investments, and liquidity management with the Treasurer
Serve as staff lead for debt planning and issuance under the Local Government Unit Debt Act (LGUDA)
Develop fiscal dashboards and quarterly Fiscal Health Reports for leadership and the public
Supervise professional staff in budgeting, accounting, grants, and reporting
Qualification
Required
Bachelor's degree in Accounting, Finance, Economics, Public Administration, or related field (required)
7–10 years of progressive governmental finance experience
Demonstrated experience supervising professional staff
Strong background in multi-fund budgeting, GAAP/GASB reporting, forecasting, debt, and grants compliance
Deep understanding of Pennsylvania County Code Title 16
Strong analytical and communication skills
High integrity, sound judgment, and commitment to ethical public service
Ability to clearly explain complex financial information to elected officials and the public
Preferred
Master's degree preferred
CPA, CPFO, CGFM, or CGFO strongly preferred
