Employee and Labor Relations Analyst (2 or 3)

This role focuses on providing corrective action consultation, administering collective bargaining, and supporting union negotiations to manage a productive workforce and maintain effective labor relations.

Responsibilities
Support ongoing contract compliance by advising departments on labor contract language
Draft union notifications and represent the County in discussions related to changes in policies, working conditions, and procedures, ensuring compliance with PECBA
Lead and/or support grievance responses including issue assessment, fact-finding, and resolution recommendations
Support union communications and collaborate with union representatives to resolve contract interpretation and workplace concerns through labor-management committees
Participate in and support interest arbitration preparations and strategy development
Facilitate strike planning, supporting business continuity and statutory compliance
Coordinate layoff processes and work with managers to verify employee qualifications to ensure bumping rights are followed in line with the contract
Draft and negotiate collective bargaining side agreements, memorandums of understanding or agreements
Investigate allegations of CBA and HR policy violations. Formulate recommendations to resolve labor disputes
Advise management on employee and labor issues including performance management, discipline, and conflict resolution
Provide coaching and support to managers and supervisors to enable them to address employee issues independently and confidently
Promote consistent application of policies and collective bargaining agreements
Partner with other HR functions including classification and compensation, benefits, and recruitment to ensure holistic support
Provide proactive problem-solving and strategic issue prevention through resource development
Collaborate in the development of negotiation strategies, preparation of proposals, and documentation of tentative agreements
Analyze union proposals and assess fiscal and operational impacts
Participate in bargaining sessions and coordinate internal stakeholder communications to support contract alignment with organizational goals
Assist in continuous improvement of templates and tools used during bargaining
Design and deliver training to build leader capability in managing performance, navigating discipline, and interpreting contract language
Maintain and update toolkits, FAQs, and guidance documents on the ELR SharePoint site
Facilitate in-person and online workshops to support compliance, consistency, and confidence among front-line leaders
Partner with employee engagement and development to embed ELR concepts into onboarding and leadership training curricula
Maintain organized and accessible labor relations records and databases
Use Human Capital Management (HCM) system, Origami, SharePoint, and other digital tools to monitor trends, track grievances, and support bargaining preparation
Collaborate with data stakeholders to develop dashboards and reporting tools to inform decision-making
Respond to public records requests, union requests for information, and litigation support requests
Lead initiatives that promote transparency and trust between labor and management
Identify and lead efforts to modernize ELR processes, resources, and technologies
Contribute to department-wide strategy for improving HR communication, accessibility, and policy alignment
Represent ELR in countywide working groups and cross-departmental strategic efforts
Qualification
Required
ELR Analyst 3: A minimum of five (5) years of related experience with four (4) years of experience in area of HR specialization that would provide the required knowledge and skills to perform the responsibilities of this position
ELR Analyst 2: A minimum of four (4) years of related experience with three (3) years of experience in area of HR specialization that would provide the required knowledge and skills to perform the responsibilities of this position
At least three (3) years of experience working in a unionized environment and (2) years of experience negotiating collective bargaining agreements
Experience conducting investigations including the preparation and processing of disciplinary actions
Experience resolving union grievances and unfair labor practices
Experience and knowledge of Oregon employment law, in particular the Public Employee Collective Bargaining Act (PECBA) and the Oregon Employment Relations Board
Experience developing and delivering trainings for managers and supervisors
Proficient in using Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, and SharePoint)
Intermediate level proficiency using Excel and the ability to use Excel to cost proposals during labor negotiations
Preferred
Experience working in the public sector (local, state, regional, or federal)
Certified Labor Relations Professional (CLRP) certification
SHRM-CP or SHRM-SCP certification
Experience working with multiple union collective bargaining agreements within a single organization
