Purchasing Specialist
Dysart Unified School District is looking for a Purchasing Specialist to perform procurement functions under the direction of the Purchasing Administrator. The role involves developing bid specifications, reviewing proposals, and making recommendations for contract awards while ensuring compliance with the Arizona Procurement Code.

Responsibilities
Monitors compliance with established purchasing rules, regulations, procedures, Governing Board policy and Arizona Procurement Code
Develops complex solicitations, including Invitation for Bid and Requests for Proposals, which will be comprised of specifications, scopes of work, terms and conditions, and addendums that accurately present and describe District needs
Prepares and evaluates quotation documents, including Request for Quotations and specifications
Screens and processes incoming requisitions for necessary purchasing requirements
Works with end-users to develops clear and concise specifications
Debriefs vendors on evaluation process and award of contracts
Provides training to end-users on various purchasing processes and procedures
Leads pre-solicitation conferences with vendors to ensure understanding of requirements and debrief meetings after evaluation and award
Researches supplier base and current industry standards to stay informed on latest products and trends in school supply industry
Prepares, for the Purchasing Administrator, periodic reports relating to school district purchasing activities
Establishes and maintain good rapport with students, employees, community members and vendors
Maintains a high level of ethical behavior and confidentiality
Performs other job related duties as assigned
Qualification
Required
High school diploma or G.E.D. required
One (1) or more years of experience in government procurement
Knowledge of the Arizona Procurement Code or Arizona School District Procurement Rules and Regulations; the Uniform System of Financial Records; Contract and Business Law; Product performance and availability; and evaluation procedures, negotiation techniques, and contract award procedures
Valid Level I Identity Verified Prints (IVP) Arizona Fingerprint Clearance Card (FPCC)
Demonstrated competency in computer literacy, Word and Excel
Knowledge of the Arizona Procurement Code or AZ School District Procurement Rules and Regulations
Interpersonal skills as applied to interaction with assigned staff, coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction
Techniques and methods for organizing, prioritizing, and monitoring work
Business math concepts
Filing and record-keeping principles
Uses and properties of supplies and equipment
Applicable federal, state and local laws, codes, regulations
Customer service principles
Modern office technology
Researching specifications, costs, and descriptions of materials and supplies
Structuring and drafting complex documents
Reviewing and analyze procedures and reports
Researching and writing reports
Preparing and presenting written and oral presentations
Performing mathematical and statistical analysis of data
Reading and interpreting general documents such as employee handbooks and safety/training manuals
Writing general correspondence and speaking effectively with others
Interpreting an assortment of instructions furnished in variable forms
Applying reason to research and solve moderately complex issues with little or no assistance
Preferred
Bachelor's Degree in Purchasing, Business or other closely related field preferred
Professional certification as a Certified Public Purchasing Buyer (CPPB) or Certified Public Procurement Officer (CPPO) is highly desirable
Previous knowledge and use of Visions is highly desirable
