Director of Human Resources
Raleigh Oaks Behavioral Health is a facility focused on providing comprehensive mental health services. They are seeking a Director of Human Resources to lead and manage HR services including recruitment, employee relations, and policy development, ensuring consistent employment practices and high employee engagement.

Responsibilities
Provides expertise and support in Human Resources Administration including policy and procedure, employer/employee relations, HR strategy, regulatory compliance, and employment law. Provides guidance on interpretation of policies and procedures
Translates complex information and provides highly specialized advice in a specific Human Resources discipline
Develops and maintains tracking system for open positions. Recruits, screens, onboards, and orients new hires according to facility needs and budget
Develops, and conducts staff development program including training and education. Ensures license and required certifications are appropriate and current
Designs and implements retention initiatives including rewards and recognition and engagement
Develops and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale, motivation and engagement. Provides coaching and conflict resolution for managers and employees
Conducts investigations of employee complaints or incidents
Administers benefit programs including timely enrollment, processes unemployment and worker’s compensation claims and leave benefits
Leads a team of highly engaged members thru hiring, orienting, performance assessment and management, motivating, training, scheduling, and coaching to meet department goals and ensure effective and efficient department operation
Manages employee performance thru updated job descriptions and competencies, timely evaluations, and merit increases as appropriate
Manages an equitable and competitive compensation program. Develops and maintains company salary/wage scale
Enters employee data accurately. Ensures employee files/records are compliant and maintained according to regulatory standards and company policies. Responds to agency surveys
Identifies data needed for reports and ensures reports accurately capture and present information appropriate to the audience
Qualification
Required
Bachelor's degree in Human Resources, business or related field required OR High School diploma plus related comparable experience
Five or more years of experience in a progressively responsible HR role required, preferably in a health care setting
Demonstrable knowledge of principles and procedures for recruitment, selection, training, compensation and benefits, employee relations and negotiation, engagement and retention and human resources information systems required
Knowledge and application of federal and state employment laws and regulations
Ability to communicate effectively with all employees (verbal and written), to use good judgment and to maintain confidentiality of information
Three or more years proven supervisory/management experience in HR required, preferably in healthcare
Preferred
Experience with regulatory agencies (Joint Commission, CMS, etc.) preferred
PHR/SPHR, SHRM-CP/SHRM-SCP preferred
