Responsibilities

Responsible for the daily management and administration of compliance records for Substation and Transmission Maintenance processes and documentation to support regulatory compliance programs including North American Electric Reliability Corporation (NERC), Federal Energy Regulatory Commission (FERC), Electric Reliability Council of Texas (ERCOT), and Texas Reliability Entity (TRE)
Oversee documentation of test reports
Maintains compliance documentation and compliance procedures, auditing records, training records, and NERC/TRE/ERCOT/FERC compliance records/submissions, and reviews all compliance evidence
Document process(es) of asset maintenance consistent with NERC standards
Assist in the development and implementation of internal compliance policies, procedures, plans, or other material required for compliance standards
Supervise and improve asset maintenance system (Cascade)
Maintain accurate and auditable records of substation and transmission equipment, maintenance activities, and compliance documentation; to include databases and spreadsheets
Conduct internal reviews, self-assessments, and gap analyses to identify and mitigate compliance risks
Maintain and update department's Protection System Maintenance Program (PSMP)
Remain current on all compliance topics and relays information to other departments
Conduct periodic and internal reviews, audits, and spot checks to monitor compliance with specific NERC/TRE Reliability Standards
Prepare for and participate in compliance audits and facilitate audit processes to include collecting documentation and tracking corrective actions
Develop and implement training programs to educate personnel on compliance requirements
Communicate compliance information to staff, management, and compliance team, including scheduling, correspondence, and data entry
Collaborate and communicate with system operations, transmission planning, engineering, and other departments to gather evidence and facilitate compliance with applicable regulations and policies in accordance with ERCOT and NERC standards
Manage substation Spill, Prevention, Control, and Countermeasure (SPCC) plans
Respond to internal inquiries requesting supporting documentation or inspections and audits
Prepare and compile compliance reports, tracking key metrics and indicators
Maintain the security of confidential information
Stay abreast of advances in technology
Demonstrate regular and prompt attendance
Performs other related duties as necessary or assigned

Required

Bachelor's Degree in a related field
Two years of related legal, regulatory, or compliance experience, including administrative research that includes compiling and evaluating facts
Valid Texas Driver's License and Motor Vehicle Report that comply with PEC policy (for Non-CDL)
Knowledge of computer software such as Word, Excel, and Adobe
Knowledge of Substation and Transmission operations
Knowledge of relevant regulatory regulations, standards, and policies set by NERC, FERC, TRE, and ERCOT
Knowledge of Substation Equipment and Substation One-line Diagrams
Skilled in ability to analyze data, identify trends, and assess compliance issues
Skilled in establishing and communicating performance expectations and metrics
Skilled in prioritizing and managing changing priorities
Ability to understand database design and application development
Ability to perform systems testing of specification requirements
Ability to understand and use standard application development design, report and project management tools
Ability to perform objective analyses and re-engineering of business processes to maximize quality service and cost-effectiveness
Ability to communicate effectively verbally and in writing
Ability to listen and understand information verbally and in writing

Preferred

Electric utility transmission and substation experience preferred
