Administrative Officer

The U.S. Department of Veterans Affairs is seeking an Administrative Officer for the Acute Nursing Inpatient Division at the Clement J. Zablocki VA Medical Center. The primary purpose of this position is to coordinate and monitor administrative programs related to Acute Nursing Inpatient, including performance improvement activities and budget management.

Responsibilities

Provides for budgeting and financial management
Prepares budget package for submission to the budget office and responds to all questions form that office
Monitors balances and status of projects and recommends/justifies realignment of funds as needed
Knowledge and skill in the use of computer software equivalent to Microsoft Word - Excel - Power Point - Access - Outlook and VISIO
Establish - maintain - manipulate databases - spreadsheets - produce charts and graphs
Prepare presentations - briefings - reports - correspondence - utilize Email and maintain calendars
Analyzes issues assigned - selects - and applies accepted analytical techniques
Applies accepted principles - methods - and guidelines for qualitative analysis
Establishes - directs - and manages a complex system of clerical support
Serves as the first-level supervisor
Performs full range of human resource requirements
NOTE: Selectee may be required to serve a Supervisory Probation Period

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-9 position you must have served 52 weeks at the GS-7
The grade may have been in any occupation - but must have been held in the Federal service
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment
GS-9 LEVEL GRADE REQUIREMENTS: SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-7) in Federal service that equipped you with the particular knowledge - skills and abilities to perform successfully the duties of the position - and that is typically in or related to the position to be filled
Specialized experience includes knowledge of the principles and practices of budget administration and analysis; including preparing - justifying - reporting on - and executing the budget; and the relationship among program - budget - accounting - and reporting systems
Uses computers - software applications - databases - and automated systems to accomplish work
Objectively analyzes and evaluates an issue in order to form an opinion/judgment/conclusion; uses logic and reasoning to research - interpret and apply information such as regulatory and/or procedural guidance; identifies the strengths and weaknesses of alternative solutions - conclusions or approaches to problems; integrates information into the development of a resolution
Inspires - motivates - and guides others toward goal accomplishment; coaches - mentors - and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty - integrity - trust - openness - and respect for the individual by applying these values to daily behaviors
OR Education: Must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. - if related
Such education must demonstrate the knowledge - skills - and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)
OR Combination of Experience and Education: Must have successfully completed an equivalent combination of experience and education as described above

You will receive credit for all qualifying experience - including volunteer experience
Note: A full year of work is considered to be 35-40 hours of work per week
Part-time experience will be credited on the basis of time actually spent in appropriate activities
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment
Physical Requirements: The work is primarily sedentary - although some slight physical effort may be required
This work may also include walking distances between buildings - carrying/ lifting small and/or lightweight office type equipment (e.g. telephones - audiovisual equipment - conference call equipment - etc.)
