USAJOBS is seeking a Congressional Liaison Specialist to serve as an advisor to the Program Management Office and Functional Leadership on legislative affairs. Responsibilities

Plans and organizes the organization's Congressional information and liaison program regarding aircraft and weapon design, development and acquisition; aircraft modifications; maintenance and repair; and material support for the fleet. As the organization's chief liaison officer for maintaining good relations with Congress, the incumbent is primarily responsible for planning, developing and communicating information on the programs, policies and activities, to members of Congress, Congressional committees, and their staffs
Receives, reviews, researches and analyzes Executive Orders and proposed regulations and legislation, which affect that they are sponsored by the Division, Directorate, Center, Command, DAF, DoD, or other Government agencies and the Congress. Incumbent determines impact on Division and Directorate functions, ensures that a quality Division/Directorate position is prepared on such items, detailing justification for endorsing, opposing or modifying same
Manages a centrally organized Congressional information program for the organization, primarily through a highly effective working relationship with SECAF's Office of Legislative Affairs, the Chief of Staff of the Air Force, and Secretariat level offices. Manages the coordination of Congressional information activities regarding programs and executes a Congressional relations program designed to present the Division's contribution to the Department of Defense readiness posture
Maintains a continuous liaison with other organizations: AFLCMC, AFMC, MAJCOMs, HQ USAF, and geographically separated organizations and their installations. Incumbent will establish, develop, and maintain effective working relationships with all levels of management, functional staff offices, and organizational counterparts at various levels in response to special project directions, funding issues, policy changes, and the impact of these changes

Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties
Selectee may be required to serve a probationary or trial period

Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Work may occasionally require travel away from the normal duty station on military or commercial aircraft
Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems
Specialized experience must include a very comprehensive knowledge and thorough understanding of the organization, policies of the Executive Branch, the Office of the Secretary of Defense, other service departments, the Secretary of the Air Force, the Air Staff, and major commands
Thorough knowledge of the workings of the Senate and House and their various committees and the protocol
Developing resource (staffing and funding) guidance for subordinate activities, and performing continuous appraisal of the utilization of organizational resources in accomplishing program objectives and goals
Mastery of advanced management and organizational policies, procedures, principles, concepts and theories, along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process
Thorough knowledge of the military command's facilities planning, acquisition, and management process to prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives
Ability to direct complex studies requiring application of advanced analytical and statistical methods and techniques, as well as administrative processes of Congress, Congressional Staffers, Secretary of the Air Force, Secretary of Defense and the White House
Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop project standards covering complex program functions or missions of the organization
Expert knowledge of wide range of principles, practices, and quantitative and qualitative evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered
Skill in negotiating effectively with management to accept and implement recommendations when they involve substantial resources, extensive changes in established procedures, or conflict with organizational desires
Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment
Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making
Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, and maintain good working relations with all individuals and organizations
Ability to plan, organize work and direct team study work to meet deadlines
