Project and Administrative Manager

The Commonwealth of Massachusetts is seeking an experienced Project Manager for the Office of Behavioral Health Promotion and Prevention. The role involves coordinating projects, managing partner commitments, overseeing deliverables for a statewide community grant program, and providing administrative support to Office leadership.

Responsibilities

Coordinate multiple Office projects, ensuring timely completion and high-quality outcomes aligned with project goals and timelines
Develop and maintain project plans, status reports, timelines, and budgets to guide the execution of behavioral health initiatives
Monitor project progress, track milestones, and provide regular updates to Office leadership
Assist in the preparation and submission of grant proposals, ensuring alignment with the organization’s strategic goals and objectives
Coordinate multiple grant-funded projects, ensuring timely completion and high-quality outcomes aligned with project goals and timelines
Ensure compliance with grant requirements and track goal achievement for all grant-funded projects
Coordinate expert technical support to community partners, including the development of training materials and best practices
Foster and manage partnerships with local organizations and stakeholders to enhance community-based behavioral health efforts
Support strategic planning and evaluation activities by assisting with data collection and analysis, preparing project reports, and contributing to data-driven recommendations
Provide administrative support to Office leadership, including scheduling, meeting coordination, preparing briefing materials, and drafting meeting minutes
Represent the Office of Behavioral Health Promotion and Prevention at events, engaging with stakeholders and facilitating partnerships
Assist with social media and communications activities to promote Office initiatives and community partnerships

Required

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below
Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V. A Doctorate degree in a related field may be substituted for the required experience

Preferred

Minimum of 3 years of experience in project management
Minimum of 3 years of experience in behavioral health program development, preferably in promotion and/or prevention
Excellent project management and organizational skills, ability to prioritize numerous tasks, and to work under time constraints
Strong analytical and data interpretation skills
Ability to manage complexity by breaking strategic projects into actionable steps and synthesizing detailed information into key insights
Experience in technical grant writing and implementation
Ability to describe program data and information concerning program operations to evaluate effectiveness
Excellent written and verbal communication skills
Ability to work with high level officials and executives and manage stakeholder and community relationships
Skilled at preparing executive briefings, drafting correspondence, organizing materials, and ensuring leaders are fully prepared for meetings and deadlines
Ability to establish harmonious working relationships and establish rapport with various stakeholders
Proficiency with MS Office including Outlook, Teams, Word, Excel, and PowerPoint
Given the population served, bilingual or multilingual fluency
