Responsibilities

Responsible for providing oversight of the processing of funding packages for all federal agencies, non-federal entities and miscellaneous projects related to Strategic Partnership Projects (SPP) and non-SPP projects
Responsible for providing oversight for billing and Accounts Receivable processes
Responsible for the accuracy, timing and problem solving relating to the monthly, quarterly and yearly reporting of Accounts Receivable and SPP to DOE in the STARS reporting system
Provide support to the development of budget ceiling request and monitor/report status throughout the year
Assist with providing budgetary and allotment guidance to ORNL staff and DOE staff
Prepare necessary monthly and quarterly status reports and perform other duties as assigned on a monthly or quarterly basis for both internal purposes and DOE
Collaborate and work closely with the General Ledger and Treasury Groups
Prepare reconciliations and audit functions as assigned for both internal and external auditors
Provide oversight for the monthly submission of customer collections to the DOE including the Statement of Cash Activity (SOCA)
Ensure compliance of applicable chapters of the DOE Financial Management Handbook and implement changes as needed
Prepare yearly Accounts Receivable reports for submission to DOE and Controller
Prepare and assist with year-end requirements related to Accounts Receivable and SPPFO as assigned
Identify and implement process improvements and efficiency opportunities
Convey performance expectations to employees and handle sensitive staffing issues
Participate in or complete special projects as assigned
Ensure compliance with environment, safety, health, and quality program requirements

Required

BS/BA degree in accounting, finance, or another business-related field
8-10 years of relevant experience with 3-4 years of lead experience
Experience with federal and/or commercial contracts, funding, or receivables management, or an equivalent combination of education and relevant experience in a finance area
Demonstrate ability to provide management oversight to employees
Excellent attention to detail and well-developed written and oral communication skills are required
Strong analytical and problem-solving skills are essential
Proficiency in applying accounting principles, policies, and procedures
Good human relations skills that promote effective and positive interactions with a diverse group of others, both internal and external to company
Ability to become familiar with the ORNL accounting system and external business applications in order to proficiently perform responsible tasks
Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy
This position is a Workplace Substance Abuse (WSAP) testing designated position
WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program
Visa sponsorship is not available for this position

Preferred

MS degree and/or CPA
Knowledge of UT-Battelle and DOE accounting systems, policies, and procedures
Experience with SAP and other software applications
