Budget Analyst (Title 32)
The District of Columbia Army National Guard is seeking a Budget Analyst to perform analytical, technical, and administrative duties of budget formulation and execution. The role involves managing logistics resource management, program analysis, and providing fiscal and budgetary policy guidance.

Responsibilities
Serve as the primary analyst regarding logistics resource management
Perform program analysis, including planning, programming, budgeting, funds allocation, accounts management, internal controls and reporting
Provide fiscal and budgetary policy, and regulatory guidelines for directorate
Provide financial advice, interpretation, and guidance on a variety of budget related matters, to include types of funding available, budgetary changes and year end close out procedures
Adjust fund allocations as required
Verify, enter, and adjust budgetary data in a variety of forms, schedules and reports
Performs other duties as assigned

National Guard Membership is required
Males born after 31 December 1959 must be registered for Selective Service
May be required to successfully complete a probationary period
Participation in direct deposit is mandatory

Maximum Rank: E-7
Permanent Change of Station (PCS): PCS not authorized
Selectee will be required to wear the military uniform
GENERAL EXPERIENCE: To meet basic entry qualification requirements, evaluate applicants for experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment
SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures
Applicants who exceed the maximum military grade listed above must submit a statement in writing that they are willing to take an administrative reduction in grade to the advertised military grade on the job announcement for which applying
Applicants who exceed the military grade will not be placed into the technician position until they have been administratively reduced to the military grade on the job announcement
To qualify, the applicant must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work
Applicants, who completed a military financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-09 level positions
