Plans, Programming, Budgeting, and Execution (PPBE) Program Analyst
Air Force Civilian Service (AFCS) is seeking a Plans, Programming, Budgeting, and Execution (PPBE) Program Analyst to support the Air Force Cyber and IT Portfolio. The role involves translating strategic guidance into executable programs and advising senior leaders on PPBE activities that shape military cyberspace operations.

Responsibilities
Preparing and executing Program Objective Memorandum (POM) submissions informing leadership of POM changes across the Air Force Cyber and IT Portfolio
Advising senior leaders on Warfighter Communications and Cyber Systems PPBE activities
Developing the PPBE policies and guidelines for major war, mobilization, and contingency plans used by HQ and MAJCOMs

Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force Cybersecurity, Cyber-operations, Communications and Information Technology (3CIT) strategy and other programs in support of developing PPBE, and policy, procedures, and schedules for developing PPBE inputs, including Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Planning and executions in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, OM narratives, offsets and disconnects, reclamas, issue papers, and budget documents of a wide range of cyberspace theories, concepts, principles and practices, procedures, policies, standards, operations requirements and the ability to relate to user requirements
Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events
Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBE process supports them
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Headquarters level PPBE oversight posturing the Air Force 3CIT portfolio to enable and conduct major operations such as Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; MILSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare rescue, and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, acquisition, special operations, or similar operations
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making
