Supervisory Instructional Systems Specialist (Instructional Technology Manager)

Responsibilities
To accomplish the duties of the position, expected to have experience in developing curricula using a wide variety of instructional technologies including a familiarity with computer programming/graphics, LMS applications, graphic interface, synchronous and asynchronous e-learning, digital audiovisual strategies and production
Required to direct a team of Instructional System Specialists and Audiovisual Production Specialists while working closely with subject matter experts, technical service providers, agency managers and others in selecting and adapting technology for use in training program development
Work is done at the national level and directly impacts the health of the training life cycle of the Bureau of Prisons (BOP)
Ensures that technology applications support the needs of instructional applications and are analyzed and evaluated on an ongoing basis
Independently develops or supervises the development of reports for agency executives, managers and staff concerning the use of instructional technology in training program development
Serves as a subject matter expert for the BOP on education and training applications
Qualification
Required
Degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled
Course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology; Instructional design practices; Educational evaluation; Instructional product development; Computers in education and training
One-year specialized experience equivalent in difficulty and complexity to the next lower grade level
Experience analyzing training needs and designing, developing, implementing, and evaluating computer based adult instructional courseware
Experience designing and programming online courses and integrating training products into an enterprise-wide learning management system
Experience with project management of the development of e Learning, web-based, audio-visual and computer-based training
U.S. Citizenship is Required
Initial appointment to a supervisory/managerial position requires a one-year probationary period
Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation
