Assistant Quality Director

The Center for Alternative Sentencing and Employment Services (CASES) is seeking a Quality Assistant Director to assist in the implementation of continuous quality improvement and program performance evaluation of their programs. Responsibilities

Demonstrate a commitment to diversity, equity, and inclusion through continuous development and modeling inclusive behaviors
Develop and deliver training programs on policies and procedures, documentation, incident reporting, and standards of care to meet the needs of new hires, and each treatment program, in compliance with local, state, and federal regulations
Monitor and complete timely utilization review (UR) of client documentation for medical necessity. Verify the implementation of UR procedures for admission, continuing stay, and discharge; develop recommendations shared with program leadership and monitor how UR assessments are implemented by the treatment team
Develop and modify existing policies, procedures, and guidelines, to adhere to regulatory standards and practices
Support risk management practices for clients living with high vulnerability and poor outcomes related to suicide, violence, and medical problems—working collaboratively with treatment program managers on quality of care and evidence-based treatment services
Coordinate and facilitate incident reporting in according to NYS Part 524 regulations and CASES Incident Reporting Communication Management by promoting effective staff onboarding and training. Ensure incidents are documented, investigated, and appropriately reviewed
Facilitate incident committee meetings to monitor and assist program incident reporting, incident review committees, and corrective action implementation. Complete incident review meetings, minutes, and follow-up procedures and practices
Assist the Quality Director and Compliance Officer with internal special investigations and client grievances, while maintaining a high level of confidentiality and reporting accuracy
Serve as Special Investigator with the Director of Quality for reports of abuse and neglect made to the Justice Center
Independently conduct chart reviews and program audits to confirm client records meet standards of care, evidenced-based best practices, licensing regulations, governing bodies, State and MCO Medicaid regulations
Operate as a liaison with program leadership, the Quality Director, and regulatory bodies that include, but are not limited to the Justice Center
Coordinate continuous quality improvement (CQI) initiatives with treatment program managers to improve program performance and client outcomes
Monitor and ensure programs comply with client privacy and release of confidential protected healthcare information, including HIPAA and 42 CFR confidential protected healthcare information, including HIPAA and 42 CFR Part 2 Confidentiality for Substance Use Disorder Treatment
Interpret and analyze program performance data to present findings, recommendations, and assist implementation
Conduct real-time review and approval of documentation that will be shared with criminal legal system stakeholders about client status and progress in treatment
Support periodic review and revision of policies and procedures, and updates to the electronic health records (Foothold, AWARDS, Qualifacts, CareLogic, ECM/Salesforce)
Conduct client perception of care surveys and integrate findings into QI activities
Help ensure we maintain a safe working environment by reporting any hazards or unsafe conditions, e.g., liquid spill in hallway, to the appropriate facilities staff member or supervisor

Required

Licensed Master Social Worker or Licensed Mental Health Counselor with at least 5 years of quality improvement/assurance and/or compliance, or equivalent, experience with NYS licensed programs or programs that treats people with behavioral health needs
Maintain a high degree of accuracy along with attention to detail
Exhibit a high proficiency of critical thinking skills to independently respond to incidents
Prioritize assignments and meet stringent deadlines
Ability to provide strengths-based constructive feedback, deal with sensitive issues, and maintain confidentiality, all with a focus on improved quality
Value diversity, equity, forward-thinking, mission-driven, and contribute to an inclusive work environment
Excellent verbal, written, presentation, and interpersonal skills
Proficient with MS Office (Word, Excel, PowerPoint, Outlook, OneDrive, Teams, and SharePoint)
