Grants Program Manager
Clover Agency is a grant program management consultancy focused on impact, partnering with various organizations to enhance grant-funded programs. The Grants Program Manager will oversee the implementation, coordination, and performance of these programs, ensuring alignment with grant requirements and managing relationships with stakeholders.
Responsibilities
Manage daily operations of assigned grant-funded programs from launch through closeout
Ensure program activities align with grant scopes of work, deliverables, and timelines
Track progress against performance metrics, milestones, and outcomes
Identify risks or gaps early and implement corrective actions as needed
Recommends and implements solutions that keep programs aligned with grant requirements and performance goals
Maintain working knowledge of grant requirements, reporting schedules, and compliance obligations
Coordinate data collection across teams and partners to support accurate, timely reporting
Review monthly, quarterly, and annual reports for completeness, accuracy, and alignment with grant language
Support audits, monitoring visits, and funder requests as needed
Partner with finance to monitor program budgets and ensure alignment with grant requirements
Serve as a primary point of contact for program partners, vendors, and collaborators
Coordinate meetings, communications, and shared deliverables with external stakeholders
Support alignment across training providers, employers, and service partners
Provide direction and structure to program staff by establishing clear workflows, expectations, and documentation
Facilitate regular check-ins to monitor progress, troubleshoot challenges, and maintain accountability
Collaborate with finance, communications, and leadership teams to ensure alignment
Ensure accurate data entry and tracking in required systems (e.g., CalJOBS or other funder platforms)
Use program data and feedback to identify trends, improve processes, and strengthen outcomes
Contribute to SOPs, templates, and tools that improve program consistency and scalability
Qualification
Required
Bachelor's degree in social work, human services, or a related field
5–8 years of experience managing or coordinating grant-funded programs
Experience in workforce development, reentry services, education, human services, or related fields
Strong understanding of grant compliance, reporting, and performance metrics
Excellent organizational skills with the ability to manage multiple priorities and deadlines
Strong written and verbal communication skills
Comfortable working across systems, spreadsheets, dashboards, and shared documents
Preferred
Experience working with public-sector grants (state, county, or federal)
Familiarity with systems such as CalJOBS or similar case management/reporting platforms
Experience coordinating with community-based organizations and training providers
Master's degree in public administration, social work, human services, or a related field (or equivalent experience)
