Responsibilities

Plans, directs and schedules the activities and operations of the RTC’s purchasing function; reviews and assures that purchases are made in accordance with applicable goals, laws, codes, policies and procedures
Conducts solicitations for departments, including all activities related to bids, requests for proposals, requests for applications, or competitive bidding exceptions
Analyzes, investigates, and responds to procedural and contractual matters raised by internal departments
Participates in staffing and employee relations related activities for assigned staff and ensures adherence to RTC’s initiatives in all aspects
Develops and implements purchasing methods, policies and procedures to increase efficiency and effectiveness of the department’s operations
Responsible for oversight of DBE program requirements and adheres to its rules for self-issued procurements
Manages multiple projects/deliverables with short-targeted completion dates
Supports coordination of small and diverse business engagement events organized by the RiSE Program (Resources Information Support Education) or external partners
Represents the RTC at various meetings, attends and participates in professional groups and committees as assigned
Conducts and independently completes a variety of special projects
Oversees and performs research activities related to future procurements or procurement activities/procedures at other transit agencies
Monitors emerging local, state, and federal activity affecting RTC procurement policy
Oversees safety and security responsibilities for areas assigned and ensures that direct reports are trained on safety and security procedures, fully compliant with procedures, and held accountable for breaches in safety and security protocol

Required

Equivalent to a Bachelor's Degree in Business Administration or a closely related field
Five (5) years of demonstrated professional purchasing experience
Four (4) years of which were in a supervisory role, preferably in the last twenty-four (24) months
Must possess and maintain a valid Class C Driver's License at time of application
Employment with the Regional Transportation Commission in this position is contingent upon the results of a comprehensive education/experience background investigation, a criminal history record, and driving history records check

Benefits

Health and dental insurance is available at a minimal expense to eligible employees, spouses and dependents.
The RTC pays the monthly life insurance premium for eligible employees.
Eligible employees are covered by a Workman's Compensation Program in accordance with the provisions of the Nevada Industrial Insurance Act (NRS Chapter 616) and the Nevada Occupational Diseases Act (NRS 617).
The RTC pays a monthly premium toward a long-term disability plan for eligible employees.
Vacation leave accrual is based on length of RTC employment. Initial accrual is at the rate of 3.08 vacation hours for each biweekly pay period.
Eligible employees accrue 3.7 hours of sick leave for each biweekly pay period. Employees completing 10 years of service accrue an additional .92 hours of sick leave per biweekly pay period.
Court leave, military leave, parental leave, leave without pay, blood donor leave, education leave, and RTC promotional/transfer application examination leave are available (upon approval) for eligible permanent employees.
Full-time employees become a member of the Nevada State Public Employees Retirement System under an employer paid plan.
Effective July 1, 2021, permanent employees who have completed 5 full years of creditable service with the RTC are entitled to a one time longevity payment in addition to their base salary.
Longevity is paid annually, in a one time lump sum amount, at the rate of .57 of 1% at 5 years.
RTC employees and their families are eligible to join the Clark County Credit Union.
Eligible employees may be awarded tuition reimbursement upon successful completion of pre-approved, job related courses.
Employees who have worked for the RTC for at least one year, and have worked at least 1,250 hours over the preceding 12 months are eligible for the provisions of the Family Medical Leave Act.
