Employee Relations/EEO Program Manager

The North Carolina Department of Health and Human Services (DHHS) is one of the largest agencies in the state, responsible for ensuring the health and well-being of North Carolinians. They are seeking an Employee Relations/EEO Program Manager to oversee the agency's Employee Relations and Equal Employment Opportunity programs, providing guidance and support to create a fair and harmonious work environment.

Responsibilities

Manage the agency's ER and EEO programs
Provide various forms of intervention, including problem-solving, mediation, coaching, counseling and training
Manage disciplinary action, performance management, grievance, document/letter approval and reasonable accommodation procedures and processes
Conduct investigations when needed
Provide consultation and subject matter expertise on all ER and EEO policies and procedures
Serve as the Agency EEO Officer
Provide direction and operational effectiveness within the ER/EEO functions
Promote and support workplace equal employment opportunity initiatives
Collaborate with division leadership to respond to ER-related needs
Evaluate, analyze, and make decisions related to Employee Relations issues
Consult with Division and Departmental Managers related to Employee Relations issues
Review and approve all suspensions, demotions, dismissals, investigatory placements and separations based on an independent review
Conduct investigations of a sensitive/confidential nature as directed
Consult on the development of new or modify existing personnel policy and procedures
Interpret personnel policy, resolve problems and questions related to employee relations
Review and approve separations due to unavailability, fitness for duty examinations, resignations without written notice
Plan, develop and implement the Equal Employment Opportunity Program in the agency
Review, analyze, investigate, monitor, counsel and make recommendations regarding personnel practices as they pertain to equal employment law
Conduct compliance reviews and investigations related to EEO and employee relations
Provide remedies for non-compliance and support statewide to facilities and divisions
Participate in the development of the strategic direction of the Human Resources Division in support of the DHHS’s strategic plan
Develop objectives in support of the strategic direction and ensure that subordinate staff achieve tasks related to objectives
Develop and manage ER/EEO human resources metrics to measure work activities and progress towards reaching objectives

Required

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution
at least 5 years of experience in human resources, including 2 years of experience in an HR leadership position
ability to plan, prioritize and supervise the work of HR coordinators, supervisors, consultants and investigators
ability to interpret and apply personnel and department policies in complex, sensitive or new situations
ability to think analytically
ability to exercise judgment and discretion in the application and development of personnel policies, procedures and programs
ability to effectively communicate both orally and in written form with staff at all levels
ability to establish and maintain effective working relationships within and external to the agency
thorough knowledge of personnel and management principles and practices particularly in ER and EEO
considerable knowledge of the State and federal laws and regulations related to ER and EEO
considerable knowledge of agency policy, directives and guidelines when consulting and advising individuals on personnel policy issues
thorough knowledge of EEO laws and policies
ability to analyze data, identify problem areas and develop corrective action steps
ability to monitor program functions, determine appropriate personnel action, and to write comprehensive plans and reports

Preferred

Significant - thorough knowledge of the principles and practices of human resources management, specifically in the areas of employee relations and EEO
Knowledge of the interpretation and application of federal laws and State HR laws, policies and practices governing HR, specifically employee relations and EEO
Ability to establish and maintain effective working relationships with others; to express ideas clearly and concisely; to exercise good judgment in analyzing situations and making recommendations and/or decisions within delegated level of authority
Ability to provide direction and work independently within functional area
Demonstrated experience in providing consultation to managers and employees on employee relations, EEO and performance management
