Development Operations Manager
The City of Plano’s Technology Solutions Department is seeking a dynamic Development Operations Manager to lead the delivery of reliable, high-performing application solutions that support critical city services. This role focuses on ensuring seamless integration between development and operations functions, overseeing deployment automation, continuous integration, and release management processes.

Responsibilities
Establish and maintain strong liaison relationships with business partners and the Technology Solutions department to ensure the effective transition of solutions from development to production
Continuously seek opportunities to improve and deepen collaboration between TS and other departments, promoting transparency, trust, and accountability
Provide hands-on leadership in managing and optimizing Salesforce Public Sector Foundations, OmniStudio (OmniScripts, DataRaptors, FlexCards, Integration Procedures), and Salesforce metadata management
Support and monitor integrations, ensuring reliable and secure communication between Salesforce and external systems such as JDE, PeopleSoft, Clariti, and other third-party platforms
Establish automation frameworks for integration testing, environment provisioning, and version control across development, QA, UAT, and production environments
Collaborate with solution architects and developers to maintain consistency between application releases, APIs, and environment configuration
Lead DevOps initiatives that streamline build, deployment, and monitoring processes across multiple cloud and on-premises platforms
Demonstrate a comprehensive understanding of application development, maintenance, and support processes across diverse software environments
Oversee implementation and management to institute Continual Integration/Continual Delivery (CI/CD) pipeline design, configuration management, release automation, and system observability
Establishes skills development plans and mitigates key-person dependency risks
Support existing on-premise and SaaS solutions. (JDE, PeopleSoft, .Net custom solutions)
End-to-End applications delivery reliability, from code commit through production operations
Ensure timely resolution of incidents and defects affecting production systems
Develop and maintain operational dashboards, release calendars, and performance metrics to ensure continuous improvement and accountability
Champion automation, monitoring, and feedback loops that reduce manual effort and improve deployment speed and reliability
Foster a culture of innovation, collaboration, and process excellence through DevOps best practices and Agile methodologies
Lead, mentor, and develop members of the Applications DevOps teams
Participate in interviewing, hiring, promoting, transferring, and, when necessary, terminating employees in alignment with City HR policies and values
Evaluate candidate qualifications and cultural fit to build a cohesive, high-performing team aligned with the City’s mission
Promote secure application design methodologies and ensure that all development and deployment processes align with the City’s cybersecurity standards
Partners with Information Security team to Identify and mitigate potential security vulnerabilities within application development and delivery pipelines
Implement effective quality assurance processes to validate that applications meet high standards for reliability, performance, and user experience
Oversee the code review process, ensuring code quality, maintainability, and adherence to project requirements
Qualification
Required
Familiarity of Programming languages, frameworks, and technologies used in the environment such as Apex, Visual Force, HTML, JavaScript, CSS, and .NET
Proficiencies in ITIL Principles primarily surrounding Release Management
Agile Development Methodology
DevOps practices, CI/CD pipelines, and automation tools (Copado, GitHub, Azure DevOps, etc.)
Secure application design methodologies, testing frameworks, and deployment pipelines
Cloud architecture and SaaS platforms
Bachelor's Degree from an accredited college or university in computer science or related field
Four years of experience in a related field
Must have a valid Class “C” Driver's License prior to employment (must obtain Texas Class “C” driver's license within 30 days of hire per state law)
Must pass a drug test, driver's license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check
Preferred
Salesforce Platform architecture, deployment strategies, and environment management
Salesforce Public Sector Foundations and OmniStudio tools (OmniScripts, DataRaptors, FlexCards, Integration Procedures)
Quality assurance frameworks, code management, and testing automation. (JIRA, TestRails, etc.)
Preferred candidates will have previous experience in leading development teams and/or projects
