Director of Purchasing and Warehouse 1.0 FTE
Tempe Union High School District is seeking a Director of Purchasing and Warehouse Services to oversee the District's purchasing, warehouse, and printshop operations. Responsibilities
Maintains responsibility for the overall management of purchasing and warehouse activities for the District, ensuring legal compliance with State and Federal laws and regulations
Initiates contact with vendors relative to supply and equipment availability, invoices, purchase orders and contracts
Ensures that all vendors are appropriately processed prior to providing goods or services
Utilizes competitive bidding procedures to initiate requests for proposal and informal quotation for supplies, equipment, and services
Works closely with the Buyers and other department personnel to ensure that contracts, purchase orders and competitive events are accomplished in a timely manner
Obtains and evaluates comparative prices and quotations; studies price trends and market conditions; remains informed of sources of supply and new product developments
Oversees preparation of appropriate bidding documents, including bid notice instructions, specifications and proper form of proposal for construction, equipment, supply and service bids and requests for proposal
Provides in-service training for District personnel concerning proper purchasing procedures
Actively participates with other public agencies and organizations concerning purchasing procedures and techniques
Demonstrates complete and thorough knowledge of all U.S.F.R. requirements, state statutes and regulations relating to school district procurement
Determines bid items and ensures all pertinent information is compiled
Develops and maintains appropriate records, such as vendor registers, bid lists and contract files
Reviews budget for availability of funds
Prepares reports related to purchasing functions
Examines commodities purchased for quantity and quality
Supervises and evaluates employees in the Purchasing Department, Warehouse, and Printshop
Responsible for daily activities of the Warehouse, which includes, but is not limited to: receipt of shipments, delivery of received items to the proper school or department and oversight of the mail courier services for the District
Reviews and makes recommendations as necessary for changes as necessary to the District's purchasing policies
Responsible for the oversight of inventory, warehousing and storage of all supplies, equipment, surplus classroom furniture, equipment and consumable materials in accordance with the State and District rules and regulations
Provides oversight of the management of District surplus property to include transfer between work sites, sale or disposal
Attends and presents at Governing Board meetings, as necessary
Qualification
Required
Bachelor's Degree from an accredited institution
Four years of purchasing experience with two of those years in a school district
Proven supervisory experience
Outstanding customer service
Communication skills
Must have an excellent memory and the ability to function well under varying levels of stress
Working independently with minimal supervision and assistance
Maintaining confidential and/or sensitive information as appropriate
Keeping abreast of current trends and information pertinent to the job
Proactively seeking and recommending alternative approaches and potential solutions to problems
Effectively using technology as a tool
Responding promptly to questions and requests; seeking assistance when appropriate
Assessing needs and recommending improvement for assigned site
Actively continuing education and memberships in professional organizations that will promote continued growth
