Procurement and Contracting Program Manager (PPM IV)
King County is seeking a Procurement and Contracting Program Manager (PPM IV) for the Harborview Construction & Infrastructure Division. The successful candidate will manage and administer capital projects contracts and collaborate with cross-functional groups to develop scopes of work, ensuring compliance with regulations and overseeing contract administration.

Responsibilities
Manage and administer capital projects contracts and goods and services contracts for the division; serve as the Division’s subject-matter expert and procurement liaison for goods and services contracts, architectural, engineering and professional services contracts; alternative public works contracts and construction contracts covering full project life cycle, contract life cycle, and various funding sources (local and state)
Oversee and utilize database software and systems to track, monitor, prepare reports, and respond to requests related to contracts
Compile and manage project data using various software platforms, including Microsoft Office Suite products, including Teams, SharePoint, Word, Excel, and Project; Adobe Pro; DocuSign; DCMS/DMCS; PRISM, Oracle Unifier, and others
Collaborate with internal and external partners to ensure compliance with local, state, and federal regulations and policies/procedures, including Disadvantaged Business Enterprise (DBE), Equity and Social Justice (ESJ), Small Contractor and Supplier (SCS), and agency’s project management manual
Serve as the Division’s procurement liaison and collaborate with the County’s central procurement office for solicitations, contract awards, bidding requirements, selection criteria, and general terms and conditions for procurement
Maintain all contracts administered by the division. Work directly with management and staff to develop technical specifications for new solicitations, monitor contract usage and expirations, and ensure continuity of services, review and oversee compliance with terms and conditions, manage contract amendments and change orders, perform invoice review, assist in resolving accounts payable issues, and work to ensure contract payments are processed expeditiously
Develop and provide guidance and advice to leadership on solicitation strategies, including alternate procurement approaches to support the Division’s operations
Manage, update, and develop internal resources and materials for the Division’s contracts. Assist in creation and maintenance of Division-wide procurement policies and procedures and conduct training. Ensure that all essential contract documentation is accurately and completely recorded in the contract file for audit accountability purposes

Demonstrated understanding of the principles, practices, and terminology typically used to publicly procure goods and services, architectural, engineering and professional services, alternative public works, and construction contracts, including prevailing wage requirements
Proven track record performing contract administration for goods and services, architectural, engineering and professional services, construction, and/or alternative public works contracts, such as general contractor construction manager, design-build, and/or job order contracting
Experience drafting, analyzing, and interpreting contract documents, including scopes of work, evaluation criteria, levels of effort, records of negotiation, justifications, and amendments
Strong communication and interpersonal skills with the ability to lead and collaborate with work groups or individuals, including consultants, contractors, agencies, and interest groups. Dexterity to effectively work with diverse individuals, manage and resolve customer difficulties, facilitate cross-functional discussions, and foster strong relationships with vendors and multiple internal and external stakeholders
Proficiency in the use of Adobe Acrobat Pro; Microsoft Office Suite products, including Word, SharePoint, Teams, Project, Excel, and Forms; DocuSign; and other database software platforms
Demonstrated expertise in identifying and analyzing problems, conducting research, troubleshooting, and recommending corrective measures. Skills to manage time effectively, adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and high-quality work products
