Director of Finance

Responsibilities
Coordinate the development of annual revenue, expense, and capital asset budgets with input from each department head
Compile and allocate the budget by cost center or fund source to arrive at annual fees for service and to prepare budgets for grant applications and reporting
Provide to the CEO a recommended annual budget that includes comprehensive financial forecasts, comparative data, and a relevant narrative
Forecast short-range cash requirements to assure maintenance of adequate funds
Contribute to strategic planning and make recommendations regarding the allocation of company resources
Ensure that internal controls over financial activities and reporting are in place and are adequately designed to meet the company’s business needs. Make recommendations to policy and assure compliance with Internal Financial Control Policies, GAAP, grant requirements and accreditation standards
Assure compliance with U.S. and Michigan Department of Labor laws, Internal Revenue Code, Michigan Mental Health Code, and other applicable federal and state laws
Ensure the productivity, efficiency and training of staff responsible for all accounting and finance activities
Ensure proper credit, invoicing, and collection applications. All purchases are made in compliance with agency procedures, including assurance of competitive procurement standards and compliant with the Purchasing and Procurement Policy
Responsible for accurate and timely payment of accounts and accurate preparation of client and staff payrolls
Manage cash resources through regular cash reports, money transfers, dealing with financial institutions and preparing cash flow statements
Recommend investment vehicles to maximize return on surplus funds
Assure assets of the agency are appropriately safeguarded
Prepare a comprehensive monthly consolidated financial reporting package with comparisons of actual to budget on a current month and year-to-date basis, as well as detailed performance reports as requested by management
Compare current performance to previous periods and analyze significant variances
Provide training and support to department heads to assist them in understanding their financial reports
Maintain accurate records and reports for quarterly reviews and annual audits by an independent public accounting firm. Accurate and timely filing of financial and tax reports required by law
Maintain accurate agency inventory records with annual verification. Develop and maintain related depreciation schedules
Work with insurance brokers to establish and monitor insurance coverage to assure adequate coverage for property, professional and general liability, vehicles, directors and officers, and commercial umbrella policies
Conduct ongoing financial analysis of contracts and proposed projects as assigned with resultant reports to the CEO
Serve as liaison to Board Finance Committee
Positive employee relations position is maintained through consistent and fair application of policy, opportunities for staff input, and adequate communication methods
Develop and recommend employee relations practices necessary to enhance the employer-employee relationship and promote a high level of employee morale
Work with the Director of Human Resources to recommend wage/salary structure and benefit programs to CEO
Responsible for compliance with agency policy, state and federal regulations concerning employment, safety, and benefit administration. Monitor exposure of the corporation and advise CEO of areas of concern
Assures distribution of benefits information under ERISA
Assures 401k year end testing and coordinates the annual 401k audit
Assures the 5500 filing for the 401k and other benefit plans as required by regulation
Participate effectively as a member of the agency executive team in policy, planning, financial forecasting, and control functions
Ensure optimum performance of the Accounting and Finance functions. Provide supervisory direction and feedback to assigned staff to include coaching and to improve performance, completing performance reviews and disciplinary actions
Serve as an advocate for participants by assuring recipients’ rights and confidentiality are protected in accordance with agency policy and the Mental Health Code
Protect the confidentiality of agency business
Serve as agency liaison with contracted provider of Information and Technology Services
Qualification
Required
Bachelor's degree from an accredited college or university with a degree in finance, accounting or business administration
Five years of work experience in finance or accounting, with one year in a supervisory position
Working knowledge of automated accounting systems
Experience with the development and management of budgets
Able to communicate effectively with staff, program participants, funding sources, and the business community
Superior analytical, numeric and administrative skills
Competent in the use of Windows-based computer applications
Demonstrated skill in successfully managing multiple projects
Preferred
MBA or CPA
Experience with federal grants, working with accruals, and multiple cost centers
Experience with risk management and knowledge of applicable insurance policies
Experience with fund or non-profit accounting, with Great Plains accounting software, or in an organization serving individuals with barriers to employment
