Responsibilities
Manage end-to-end program budgets, including forecasting, expenditure analysis, and the preparation of award documents (OTAs, grants, and contracts)
Monitor program milestones and metrics to ensure technical and financial compliance with federal regulations and agency policies
Develop financial models and high-level briefings to communicate program status, risks, and trends to internal and external stakeholders
Oversee the award lifecycle by coordinating with contracting officers and legal counsel to manage program contracts and administrative actions
Organize program-level workshops and meetings while managing essential administrative tasks, including travel logistics and technical correspondence
Build and maintain productive relationships between DARPA staff and external research performers to facilitate successful program execution
Qualification
Required
Ability to obtain and maintain a minimum of a DoD Secret clearance
Bachelor's degree in accounting, finance, or related field
Minimum of 3 years of experience in a federal government financial management role, preferably in an R&D environment
Strong understanding of Federal financial regulations and accounting principles
Experience working with OTAs, grants, contracts, and cooperative agreements
Experience with financial modeling tools
Experience with Budgeting and PPBE
Exceptional written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills
Preferred
Prior experience as a BFM supporting a DARPA Technical Office
Experience supporting federal or commercial health agency/organization is a plus
Knowledge of the biomedical research landscape a plus
