Associate Vice President of Public Safety

Responsibilities

Oversee the daily operations, planning, and staff of the District Police Department
Provide leadership and strategic direction to the District Police Department, ensuring effective law enforcement services, patrol, investigations, crime prevention, community policing, and safety initiatives
Provide executive oversight of the District’s POST-certified Police Academy/POST Advanced Training, including strategic direction, program development, accreditation, compliance with Commission on Peace Officer Standards and Training (POST) requirements, curriculum design, faculty recruitment, and evaluation of instructional quality
Provide executive level oversight and planning of POST Academy training programs, program reviews, and accreditation standards including the tri-annual Basic Course Academy Review
Working with and providing administrative oversight of selected instructional areas
Collaboratively develop annual and long-range plans to address regional accreditation standards and themes related to student learning outcomes and assessments; assist the Accreditation Liaison Officer in all aspects of the accreditation process including annual and periodic reporting as required by accrediting agencies
Execute effective management principles by administering student learning outcomes and assessments
Facilitate cross-divisional and cross-College conversations that lead to wide input into appropriate processes and that support a climate that promotes innovation and improved service to students and the community
Assist in the development and coordination of partnerships with external agencies including appropriate university, school and other off-campus and community groups. Collaborate with other District staff and instructional leaders in developing programs that expand regional education
Provide oversight and make recommendations to assigned managers on course scheduling, enrollment management concerns, and faculty assignments
Provide leadership for instructional and non-instructional program review processes
Coordinate, plan, organize, and direct all aspects of the District’s public safety programs at all campuses
Establish standards for accountability, professionalism, equity, transparency, and procedural justice in policing services
Oversee and coordinate partnerships with regional law enforcement agencies, emergency management agencies, training providers, and accrediting bodies to ensure all public safety departments and programs meet state standards, workforce needs, and emerging public safety trends
Ensure compliance with all applicable laws, regulations, and standards governing law enforcement operations, including California Penal Code, Education Code, and POST guidelines
Direct the development, implementation, and continuous improvement of comprehensive emergency preparedness and response plans, including hazard mitigation, continuity of operations, evacuation, shelter-in-place, and mass communication protocols
Oversee campus-wide training, drills, tabletop exercises, and after-action reviews to ensure readiness for natural disasters, acts of violence, hazardous materials incidents, and other emergencies
Coordinate with local, state, and federal agencies in planning and response activities
Work closely with the Facilities Planning and Environmental Compliance Manager in matters pertaining to hazardous material management as necessary
Ensure compliance with State legal requirements for selection and training of sworn personnel. Remain current on developments and best practices within the law enforcement field
Ensure compliance with federal and state regulatory requirements, including the Clery Act, Title IX (safety-related obligations), SB 553 (Workplace Violence Prevention), and other relevant legislation
Develop policies and procedures that are consistent with the District goals; assure compliance with District rules, and local, state and federal laws
Provide advice and leadership in the development of District policies and procedures that relate to campus safety and law enforcement
Conduct and maintain state mandated training, program reviews for proficiency and accreditation standards
Participate in the development and implementation of strategic plans, initiatives, department business plans, work programs, processes, procedures, and policies required to achieve strategic initiatives and overall departmental results in alignment with the District objectives and priorities
Lead and engage managers in long-range strategic and financial planning. Monitor and control authorized expenditures for assigned operations
Evaluate facility utilization and provide recommendations for the enhancement of facility usage
Plan, develop implement and manage district parking and traffic control program
Maintain professional liaison with law enforcement and public safety authorities as necessary
Oversee and participate in the selection, training, and evaluation of assigned managers, faculty, personnel, and program objectives
Develop and manage the public safety departmental budgets
Pursue, develop, implement, and promote related grants and contracts appropriate to the public safety and POST Academy programs
Ensure that investigations regarding campus incidents are conducted as required and follow-up is completed
Work and confer closely and cooperatively with the President, Vice Presidents, and legal counsel on confidential and sensitive matters pertaining to District safety and directs confidential investigations as required
Oversee, plan, respond to, and implement any findings of annual audits to ensure compliance with District rules, local, state, and federal laws
Oversee the management and coordination of the police and training vehicle fleet, specialized police equipment, radios, weapons and computers
Supervise and evaluate the performance of assigned personnel; interview and select employees; assign duties and review work to assure compliance with established standards, requirements, and procedures
Attend and participate in professional group meetings
Direct the preparation and maintenance of a variety of narrative, financial, and statistical reports, files, and records as required by the Superintendent/President and the Board of Trustees

Required

Graduation from an accredited college or university with a master's degree in criminal justice, public administration, or related field
Must meet minimum qualifications for faculty in one of the disciplines offered by the district
Six (6) years of increasingly responsible executive, senior management, or command-level experience in public safety, law enforcement, or a closely related field
Must have two (2) years of teaching and/or training experience
Possession of an unrevoked California Commission on Peace Officer Standards (POST) Basic Course certificate
Possession of a California Commission on Peace Officer Standards and Training (POST) Management Certificate, or equivalent
A valid Class 'C' California Driver's License is required by the time of appointment
Valid First Aid and CPR certificates
Incident Command System (ICS) training, Standardized Emergency Management Systems (SEMS) training, and National Incident Management Systems (NIMS) training must be obtained within one year of initial hire

Preferred

Experience in municipal, or governmental public safety leadership
Experience overseeing POST-accredited law enforcement training programs
Graduation from POST Law Enforcement Command College, and/or Federal Bureau of Investigation (FBI) National Academy, or equivalent leadership training course
Completion of a POST Campus Law Enforcement Course before or after appointment is highly desired
