Manager/Assistant Director (IT Project Manager)

The Institute of Technical Education is looking for a Manager/Assistant Director to join the Singapore Food Agency's Digital Technology & Transformation Division. The successful candidate will lead the development and delivery of IT systems that meet business requirements and support Singapore's food safety ecosystem, while managing vendor relationships and ensuring compliance with IT policies.

Responsibilities

Collaborate with business stakeholders to develop business cases for SFA operations
Partner with various stakeholders to understand requirements and identify capability gaps
Identify options for potential solutions and assess them for both technical and business suitability
Analyse policy documents, regulatory frameworks, and business rules to extract specific technical requirements including data handling procedures, system integration needs, compliance controls, and operational workflows through partnership with business stakeholders
Ensure project compliance with IT architecture principles, standards, and guidelines
Assess and apply the right project management methodologies, including agile practices, to ensure project success
Effectively engage and manage the vendors to deliver digital solutions and services
Ensure that projects are executed based on the project plan to meet identified business needs and outcomes, within agreed parameters of cost, duration and quality
Identify potential project risks and the implications to the organisation and recommend mitigating measures
Oversee post-commissioning activities including system maintenance, performance monitoring, and budget planning to ensure sustained operational effectiveness

Required

Bachelor's Degree in Computer Science, Information Technology, or related field
Minimum 3 years of relevant working experience in a similar role with project management as well as systems support / maintenance
Experience in vendor and stakeholder management preferred
Experience in cloud computing platforms (Azure/AWS/GCP) and cloud migration strategies
Knowledge of project management methodologies including Agile, Waterfall, and DevOps practices
Experience in vendor management and procurement processes for IT solutions
Understanding of cybersecurity frameworks, compliance requirements, and risk management
Experience with software development lifecycle (SDLC) and quality assurance processes
Knowledge of data migration strategies and database management systems
Familiarity with IT service management (ITSM) frameworks such as ITIL
Understanding of business intelligence, analytics platforms, and reporting tools
