Responsibilities
The Supervisory Project Engineer applies engineering concepts and methodologies to enhance the delivery of healthcare by providing a technologically advanced - safe - and reliable healthcare environment through design and construction
This position serves as a supervisor within Engineering Service with responsibility for the Engineering and Construction Project Management section at a multi-faceted Bay Pines Medical Center - including outlying Community Based Outpatient Clinics
The Supervisory Projects Engineer is a key engineering advisor reporting directly to the Chief of Engineering Service
Engineering Project Management and Administration: Responsible for the planning - organizing - directing - evaluating - and management processes for the Engineering Service Project Section that includes setting qualitative and quantitative standards
Provides guidance and review of professional engineering work in several disciplines such as architecture - civil engineering - energy engineering - electrical engineering - mechanical engineering - structural engineering - environmental engineering - fire safety and safety engineering
Within projects section - the Supervisory Projects Engineer is responsible for providing professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center for all design and construction projects
The Supervisory Project Engineer provides technical advice on a wide range of engineering issues - including the Strategic Capital Investment Plan - Capital Asset Inventory - Capital Asset Resource Survey - Deferred Maintenance etc Provides Engineering/Architectural and Construction Administration Oversight: Advices subordinate personnel on methods and procedures to be used on highly complex projects
Coordinates and oversees scheduling and layout of operations - inspection and surveillance of materials - methods - and equipment used construction and renovation managed by subordinate engineers and engineering technicians
Develops technical data regarding materials - sizes - dimensions - quantities - and costs to be incorporated in formal specifications
Identified needs are individually transformed to engineering requirements - estimated - accomplished locally - or recommended as part of a comprehensive plan for agency funding
Reviews and evaluates shop drawings - samples - and material certifications submitted by contractor for contract and performance requirements - recommending approval - rejection - or receipt
Research - Analysis and Budgeting/Financial Management Work and Special Projects: Researches and/or analyzes problems - issues - or program requirements related to all areas of the facility and all facets of Project Engineering Section
Researches and provides technical recommendations pertaining to a wide-range of national codes and standards including but not limited to the National Fire Protection Association (NFPA) - OSHA - TJC - EPA - Centers for Disease Control and Prevention (CDC) and National Institute for Occupational Safety and Health (NIOSH)
Provides budget formulations and justifications for projects - garnering approval - and execution within budgeted amounts

Qualification
Required
Be a citizen of the United States (U.S.)
Healthcare Engineer candidates must be proficient in spoken and written English
Bachelor's degree or higher in Engineering or Architecture - Transcripts MUST BE submitted
The curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology - Engineering Accreditation Commission or National Council of Architectural Registration Boards curriculum
Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree
Evidence of current professional registration or licensure as a Professional Engineer or Architect
To be creditable - engineering - architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials
At least one year of experience equivalent to the GS-12 grade level
Knowledge of data analysis techniques related to managing workload - quality - performance and productivity within the area of responsibility
Knowledge related to the management of overall department resources
Knowledge of the full range of supervisory duties
Skill in using effective communication in managing interpersonal relationships
Ability to balance multiple responsibilities - set priorities - delegate tasks - meet multiple deadlines - analyze organizational problems and develop and implement effective solutions
Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management
Ability to recognize and assess evolving scenarios - utilizing initiative - self-direction and assigned resources to affect resolutions

Pay: Competitive salary and regular salary increases When setting pay - a higher step rate of the appropriate grade may be determined after consideration of existing pay - higher or unique qualifications - or special needs of the VA
37-50 days of annual paid time offer per year (13-26 days of annual leave - 13 days of sick leave - 11 paid Federal holidays per year)
